  3. Purpose Allows users to create one-time merit pay adjustments for multiple monthly and hourly paid incumbents on a single document.

  4. Key Concepts • Only incumbent’s with active assignments on the effective date are eligible to be placed on an OPA. • One-time merit pay adjustments can have an effective date during the fiscal year other than 9/1. • OPAs are opened only as needed when mass pay adjustments across campus have the same effective date.

  5. Key Concepts • All one-time merit adjustments are processed via an OPA payout on the same date. • A one-time merit pay adjustment is taxed at a 25 percentrate. • The object code for one-time merit payments is 1147.

  6. Key Concepts • Multiple one-time merit adjustments funded from different accounts can be given to a single incumbent. • If there are active overlapping assignments to a single position on the OPA effective date, each assignment is eligible for an OPA.

  7. Key Concepts • The Budget Office creates OPA documents for budget-controlled positions. These positions cannot be added to departmentally created OPAs.  • A download of OPA data is available from the Document Review page to assist with the calculation of expected expenditures.

  8. Key Concepts • Student positions are not eligible for one-time merit adjustments in HRMS. The *DEFINE OV2 document is used to create off-cycle pay adjustments for students. • Due to the complexity of non-tenure track faculty assignments, the OPA document does not calculate the one-time merit adjustment percentage.

  9. Document Conflict Scenarios Certain changes made on HRMS Modify documents after an OPA is created require the incumbent to be removed from the OPA. If the owning unit or assignment dates are changed for a position or assignment in HRMS and the position is also on an OPA document, the position must be removed from the OPA.

  10. Document Conflict Scenarios If a one-time merit is given on an HRMS Modify document and an OPA with the same effective date, a warning message is displayed on the second created document. It indicates the assignment already has a one-time merit on a document that is in process or is final approved.

  11. Audits • Incumbents who are on leave without pay (LWOP) on the effective date are eligible to be placed on an OPA. • A 26-account cannot be used for a one-time merit. Exceptions are made for accounts in the series 26-89xx-xxxx.
