Kazakhstan-US 5-year military cooperation plan Next Kazakhstan-US 5-year military cooperation plan has been signed on February 1, 2008in Astana (Kazakhstan) The Plan represents an intermediate-term planning document and constitutes a basis for a step-by-step development of the military cooperation between two nations. The Plan has become one of the key instruments when assisting Kazakhstan’s Armed Forces in transformation processes, especially in regard with the Airmobile Forces, the Navy, while increasing their combat capabilities, enhancing KAZBAT peacekeeping capacity, strengthening military infrastructure in the Caspian Sea region

Ongoing projectsPersonnel Training Language training is conducted in Defense Foreign Languages Institute, in which also representatives of Kyrgyzstan and Tajikistan study. than 295 military personnel have been sent for the courses in military institutions of USA thru IMET program. Kazakh military personnel are studying in elite military-educational institutions of USA-National Defense University, Command and Staff College, West Point Academy.

Ongoing projects “HMMWV” The objective is to enhance combat capabilities of KZ Airmobile Forces, “KAZBAT” peacekeeping battalion, and to enhance interoperability when carrying out peacekeeping missions • 51 vehicles of various type have been procured (utility, medical, lightly armored) • Spare parts for HMMWVs have been delivered • Vehicle maintenance center “Asia Hummer” has been opened on November 14th, 2005. Its objective is to reform equipment maintenance system and to support new incoming military equipment. • Training of HMMWV vehicle maintenance experts is carried out in the US and Kazakhstan with the assistance of the Mobile Training Teams

Ongoing projects Huey II • The helicopters is the first practical step in the establishment of an air force unit, capable to perform rapid deployment of troops and cargo of the Kazakhstani peacekeeping brigade “KAZBRIG” for the tasks of rapid reaction, troops air support and also for search and rescue • Two Huey II helicopters have been refurbished and delivered in November 2007 • Two additional helicopters have been approved for procurement by the Congress • Scheduled: • acquisition of ground equipment and spare parts for the helicopters • flight and maintenance personnel training

Ongoing projects«С-130» • Its objective is to equip the KZ Air Defense Forces and to enhance the mobility of the Airmobile Forces • Letter of Request for six С-130 aircrafts has been submitted • Currently the aircraft delivery terms are being identified • Flight personnel training is carried out in accordance with the International Military Education and Training program

Ongoing projects Defense Foreign Languages Institute The objective is to train qualified personnel for the Armed Forces of the Republic of Kazakhstan as well as to implement language interoperability of “KAZBAT” • Defense Institute of Foreign Languages was opened August 1, 2005 in Almaty with the branches in Astana, Kapshagai, Aktau and Schuchinsk • Cooperation with DLI (San Antonio, TX and Monterey, CA) has been established in order to assist the development of the DIFL • Faculty training has been provided • Delivery of additional essential training equipment (level 4 linguistic labs, multimedia equipment and “Smart Board” systems) is being undertaken and planned under the framework of the existing cooperation programs • Dynamic development of the PFP training center at DIFL is ongoing

Cooperation prospects • Development of capabilities of Air-Mobile Forces, Air-Defense Forcesand peace-keeping capabilities • Assistance in creating of effective Navy • Assistance in development of system of personnel training and professional NCOscorps establishment in leading US military institutions • Further development of the Defense Foreign Languages Institute • Improving system of strategic planning • Assistance in training personnel and development of the system of training of senior officers, developing of cooperation in the area of defense and academic researches
