  3. 2009 Work Plan • The Goal for the 2009 Work Plan is: • Continue 2004 National Policy implementation • Identify and track major activities in support of National Policy goals and objectives • Member agencies proposed 2009 actions • Identified issues and problems to be solved • Assigned offices of primary responsibility • Tracked completion dates

  4. 2009 Work Plan • ESG approved 2009 Work Plan • 33 action items • 11 action items carried over from 2008 Work Plan • 22 action items added in 2009 • Status updated and reported monthly to ESG Members • 13 closed • 20 remaining 2009 Work Plan Rebaselined Oct 2009

Key Accomplishments since last Advisory Board meeting in May 2009 • Launched GPS IIR-21(M) – last GPS IIR satellite • USAF released OCX Request for Proposal • Transferred FY09 $20.7M Civil GPS funding • FY10 Appropriation for $43.4M Civil GPS Funding on track • Completed 5-Year Plan for Space-based PNT • Completed IFOR analysis for potential Distress Alerting Satellite System payload • Cut ribbon on QZSS Monitoring Station in Guam • Adopted joint statement at ICG-4 in St. Petersburg, Russia

Actions to be Completed • Complete PNT Backup Data Call and Vulnerability Reports (DHS) • Conduct Interference Detection System Proof of Concept and develop Reporting and Tracking CONOPS (DHS) • Transfer $43.4M Civil funding from FAA to USAF (DOT/FAA) • Complete IFOR analysis of Satellite Laser Reflector on GPS III (USAF) • Determine sponsorship for next Advisory Board cycle (NCO/NASA) • Award contract for Next Generation Control Segment (USAF) • Fill Director/staff positions for NCO (DOT/NCO)

Expectations • NCO near-term focus is Director and personnel transition • NCO mid-term focus is review and assessment of last (first) 5 years of EXCOM • Are we implementing 2004 Space-based PNT Policy? • Are we maximizing use of our EXCOM? • How are we assessing our national performance? • NCO far-term focus is to maintain National Space-based PNT perspective and guide pursuit of goals and objectives Next EXCOM Meeting – 19 Nov 2009
