  1. Biometrics: Tracking H&S Compliance Across Multiple SitesAlan Windley BSc M.C.I.O.B.07917 18242517th September 200926th

  2. Agenda • The Challenges • Current Processes • A Different Approach • Benefits

  3. The Challenges • Legislation • Consistency – some supervisors are better than others? • So much information – in too many places • Diverse Labour Force • Inductions & Toolbox talks • Directly Employed v Subcontractors • KPI’s and more reports! • Incident claims and Insurance Premiums • Mobility of workforce Identifying operatives ‘banned’ from one site but not others Visibility of absenteeism of operatives moving between sites • Managing H&S is expensive?

  4. Current Processes • Manual attendance reporting • Spreadsheets • Time consuming site processes • HQ collation of information • Swipe cards, key fobs, biometrics, turnstiles • Duplicated effort eg, CSCS • Lack of consistency • Late incident reporting • Accuracy of information?

  5. A Customer Example: Cost of delivering current processes • Report on local labour 15 hrs per month • Contract managers in addition 3 hrs per month • Board CSCS Report 3 hrs per month • Timesheets (Site Managers) 480 hrs per month • Location of employees on site • HR (sickness, holidays, Absence) 28 hrs per month • Organising training courses 40 hrs per month • H&S (Occupational Health) 2 hrs per month • Allocating labour 16 Hrs per month • Total Hours 587 man hours per month!!

  6. An Integrated Approach Capture data once, use it many times Remove the need to have information stored in disparate back office systems Everything revolves around the person The key is how to capture the person in the first place!

  7. Technology has moved on and can help!

  8. The obvious way?? Great for a ‘locked down’ site on a long term project? but Not all jobs are like that!!

  9. Integrated mobile turnstile unit a better option? Relocate within existing site or to new sites Totally re-usable and hence more cost effective

  10. Mobile Hardware Solution To capture the information Simply plug it in to the mains, a generator or even the cigarette lighter in a vehicle. No PC’s, phone lines or broadband required on site No additional IT staff or infrastructure required, either on site or in head office

  11. The ‘bus conductor’ Operatives clock in from any location Captured information uploaded to main unit at any convenient time. Deliveries? Non site compound based projects?

  12. Timesheet information captured, stored and viewed anytime

  13. Skills, required certifications, expiry dates, training certificates, documentation centrally stored and available anytime for any site.

  14. Real time visibility of who is on site for locating operatives and for evacuation purposes

  15. What time did they arrive and what time did they leave?

  16. Track Absenteeism

  17. Online Incident Reporting Collate all information, including photographs and witness statements Self populating Automatically retrieve validation of skills, inductions, toolbox talks Automatically sent to designated recipients Full history of incidents Was the operative (and witnesses) on site?

  18. Just some of the H&S benefits Track H&S compliance of all operatives across multiple sites Dramatically reduce administrative burden identified in collating data for required reports Ensure accurate and timely reporting of CSCS compliance across all sites. Track absenteeism across multiple sites Reduce risk of ‘false’ accident claims Potentially reduce insurance premiums Manage training requirements and compliance in a timely manner and hence reduce risk of ‘downtime’. Improve accuracy of reports Report on toolbox talks etc for recovering CITB grants Man hours reports A I R ‘s Maximum Working Time Regulations

  19. In Summary • Capture the information once but use it many times. • Have a consistent approach across all sites. • Take an enterprise view rather than site specific one. • 50% systems but 50% process. • Change the mentality from ‘I’m told to’ to ‘I need to’ but reduce the burden of doing it! • And on a lighter note to finish....................

  20. Subcontractor Tender Submission Tender Sum Successful Tenderer Architect’s Estimate Management Contract Completion Date Quantity Surveyors Lawyers Manual Timesheets Health & Safety Manager A gambler who never gets to shuffle, cut or deal A poker game in which the losing hand wins A wild guess carried out to 2 decimal places A contractor who is wondering what he has left out The cost of construction in heaven The technique for losing your shirt under perfect control The point when liquidated damages begins People who go in after the war and bayonet the wounded People who go in after the Quantity Surveyors and strip the bodies A proven means for getting paid for hours you haven’t worked A guardian angel trying to keep everybody out of jail!!
