CDPR Validations Worksheet • The CDPR Validations Worksheet provides: • A “savable” place to collect and enter your data • Clarification on the data points you are entering • A place to see your data errors and fixing them before submitting them online • The Consolidated Collections web application • Does not allow entering data and coming back to it later • All data must be entered all at once • It will show errors, but not explanations

There are Two Data Collections • ESEA CDPR Title ID: Academic Outcomes 18 – 19 • ESEA CDPR Title ID: Programs and Facilities 18 – 19 • Validations within the Consolidated Collections application are internal to the individual data collection • Validations within the CDPR Validations Worksheet include both internal individual data collection validations and cross-over validations between the data collections. • By utilizing the Validations Worksheet prior to entering data into the web-based application, the chance for errors will be greatly reduced.

  8. CDPR Q & A Document This document has clarifications for both the Title I-A and Title I-D data collections. This document includes: • Reporting Students – Who should be reported? • Access to Data – Who can help me? • Consolidated Collections Web Applications – How do I login? • Common Validation Sheet Errors – What does “this” error really mean?

To begin you need data: • Contact the staff at the facilities receiving Title I-D funds to gather the data needed for both the Academic Outcomes and Programs and Facilities collections. • Note: ONLY the students who received Title I-D services, regardless of the program/facility they are in or how it was funded should be included in the counts.

  10. Help with Preparing Data For help on preparing and entering the data, contact your District Security Administrator • Find your District Security Administrator: https://district.ode.state.or.us/apps/login/searchSA.aspx

  11. Once you have your data: Open the CDPR Validations Worksheet • Save the worksheet • Read the “Instructions” Tab • Note: • Once you have entered all your data (for both collections), RED or BLUE cells indicate errors. • An explanation of what would make a cell RED or BLUE is next to the data point. • Correct all errors before submitting the data collection online.

Begin with Academic Outcomes • Go to the “Title I-D Academic Outcomes” tab in the Validations Worksheet • You must first answer “Yes” and “No” for what type of programs received Title I-D services/funds within your district. • The cells will highlight to reflect your answers Crossover Validation: you must select the same type of programs for bothcollections.

  13. Type of Title I-D Programs • At-Risk Program • Neglected Program • Juvenile Detention Program • Locally Operated Juvenile Correctional Facility Program • Other Program

At-Risk Program Definition • At-Risk Program Programs operated in local schools that target students who: • are at risk of academic failure, • have a drug or alcohol problem, • are pregnant, or parenting, • have been in contact with the juvenile justice system, • are at least 1 year behind the expected age/grade level, • have limited English proficiency, • are gang members, • have dropped out of school in the past, or • have a high absenteeism rate.

  15. Neglected Program Definition • Neglected Program Public or private residential facilities, other than foster homes, that are operated primarily for the care of children or youth who have been committed to or voluntarily placed in the facility under applicable State law due to: • abandonment, • neglect, or • death of their parents or guardians

Juvenile Detention & Juvenile Correctional Program Definitions • Juvenile Detention Program Locally operated short-term private or public facilities that provide care to children who require: • secure custody pending court adjudication, • court disposition or execution of a court order, or • care to children after commitment. • Locally Operated Correctional Facility (Juvenile Correctional Program) A facility in which persons are confined as a result of a conviction for a criminal offense. It can also include a local public or private institution, community day program or school not operated by the State.

  17. “Other” Program Definition • Other Program Locally operated programs that do not fit the definition of: • At-Risk Program • Neglected Program • Juvenile Detention Program • Locally Operated Correctional Facility (Juvenile Corrections) Program

Items 1 – 16: Student Counts In the Program Within 90 Days of Exiting the Program Earned high school credits Enrolled in a GED program Enrolled in the local district Earned a GED Earned a high school diploma Accepted/enrolled in post-secondary Enrolled in job training Obtained employment • Earned high school credits • Enrolled in a GED program • Enrolled in the local district • Earned a GED • Earned a high school diploma • Accepted/enrolled in post-secondary • Enrolled in job training • Obtained employment

  20. “But we can’t track 90 days after exit…” • If your district does not collect student outcomes after exit, please enter zeros for each “90-day” data element (Item Description cells are in gray). • Also on Item # 31 “Collect Student Outcomes After Exit” select NO Validation: If you enter counts in the “90-day” data elements but enter “No” for #31 there will be an error in item #31. Validation: If you enter “0” for all “90-day” data elements but answer “Yes” for #31 there will be an error in item #31.

  21. Long-Term Student Definition • “Students who spent 90+ consecutive days in the facility” • These students will be counted in the Programs and Facilities Data Collection. • The next data points refer ONLY to these long-term students.

Items 17 – 23 Reading Performance Item #17 asks how many long-term students received a PRE- and POST- test in Reading. • This means - Of the long-term students, how many of those students completed both a pre- and post- reading test? • Item #18 refers to the number of students testing below their grade level upon entry. This is NOT the count of student who tested below their grade level in the post-test. This is referring only to their pre-test results. • Items 19 – 23 are a subset of #17’scount Validation: The total count of Items 19 – 23 must match the number entered in Item #17.

  23. Remember… • If you have NO long-term students (those who spent 90+ consecutive days in the facility)… You will enter “0” for items 17-23

  24. Items 24 – 30 Math Performance Item #24 asks how many long-term students received a PRE- and POST- test in Math. • This means - Of the long-term students, how many students completed both a pre- and post-test? • Item #25 refers to the number of students testing below their grade level upon entry. This is NOT the count of student who tested below their grade level in the post-test. This is referring only to their pre-test results. • Items 26 – 30 are a subset of #24’s count Validation: The totalcount of Items 26 – 30 must match the number entered in Item 24.

Items 31-32 • Item #31 is about collecting student outcomes after exiting the program • If “No” then you would have “0” for all “within 90 day” questions (Item Descriptions are in gray) • If “Yes” then the total of all “within 90 day” questions must be greater than “0” Validation: If you enter counts in the “90-day” data elements but enter “No” for #31 there will be an error. Validation: If you enter “0” for all “90-day” data elements but answer “Yes” for #31 there will be an error. • Item #32 refers to the students who received transitional services that addressed further schooling and/or employment.

Moving on to Programs & Facilities • Go to the “Title I-D Programs & Facilities” tab in the Validations Worksheet • You must first answer “Yes” and “No” for what type of programs received Title I-D services/funds within your district. • These must be the same answers as for the “Academic Outcomes” tab • The cells will highlight to reflect your answers Crossover Validation: you must select the same type of programs for bothcollections.

  29. Item #1: Title ID Program Count • This refers to how many PROGRAMS received Title ID funds not students • If you enter a number above “1” the cell will highlight orange. This is not an error, it is just a notification to make sure you are counting programs and NOT students in this cell.

  30. Item #2: Length of Stay Days • What is the average length of stay or number of days in the facility or program? • The average length of stay days cannot exceed 365 • How do I calculate the average length of stay days? • Divide the combined total of each student’s length of stay by the number of students. The result is the average length of stay. Validation: You must enter an average length of stay that is 365 or less

  31. Item #3: Unduplicated Student Count • How many students were served in the program? • This includes all students served in the program, whether it was just for one day, or for 100 days. Validation: The totals for Race, Gender, and Age/Grade must equal the number for Unduplicated Student Count

Item #4: Long Term Student Count This is the count of students who spent 90 or more consecutive days in the facility. • Remember: For the Academic Outcomes Collection on Math and Reading progress, you only counted LONG-TERM students. • The count for item #4 – Long Term Student Count must match these Academic Outcomes items: • #17 how many long-term students received a Pre and Post test in Reading • #24 how many long-term students received a Pre and Post test in Math Crossover Validation: The number of students who took a Pre and Post Reading/Math test in the Academic Outcomes data collection (Items #17 & #24) cannot be larger than the number entered for #4Long Term Student Count.

Items 5 – 11 Race/Ethnicity Reporting Race and Ethnicity data for CDPR • States must report the data in the following seven aggregated racial ethnic categories: • Hispanic/Latino of any race(Note: Respondents who identify as Hispanic/Latino ethnicity will be reported as “Hispanic/Latino,” regardless of the race they identify.) • For individuals who are non-Hispanic/Latino: • American Indian or Alaska Native • Asian • Black or African-American • Native Hawaiian or Other Pacific Islander • White • Two or more races(Note: The “two or more races” category is used for only non-Hispanic/Latinos who identify multiple races.) Validation: The Race/Ethnicity total must equal the #3 Unduplicated Student Count.

  34. Items 12 – 30 Gender and Age Counts • Items 12 – 14 are a count of female, male, and Non-Binary students within the facility or program. Validation: The Gender total must equal the #3 Unduplicated Student Count. • Items 14 – 30 are a count of students by age/grade within the facility or program. Validation: The Age/Grade total must equal the #3 Unduplicated Student Count.

Items #31 Students with Disabilities • Item #31 is the number of Students with Disabilities who received Title I-D services. • This includes students who have an: • Individualized Education Program (IEP) • Individualized Family Service Plan (IFSP), or a • Services plan. Validation: This number cannot be greater than #3 Unduplicated Student Count

  36. Items #32 English Learners Student Count • Item #32 is the number of Limited English Proficient Students (English Learners) who received Title I-D services. Validation: This number cannot be greater than #3 Unduplicated Student Count

Data Check • Now check both data collections for any RED highlighted cells. • RED highlighted cells indicate a data error and must be corrected before submitting within the Consolidated Collections application. • The “Validations Explanation & Etc.” column will explain the error. • The “CDPR Q and A” document may give more clarification. • If there are still questions please feel free to contact Emily Swope (Emily.Swope@state.or.us)

Steps to Accessing The Data Collection • Login to the ODE District webpage at https://district.ode.state.or.us/home/ • Choose “Consolidated Collections” from the Applications list • Hover over the “Institution Collections” tab • Hover over “ESEA CDPR Title ID: Academic Outcomes 18-19” • Click on “Submission/Maintenance” • Click on“+ Insert Record”

  41. Entering type of program • Refer to your Validations Worksheet to determine which of the five types of facilities the district is reporting data on. • At-Risk • Neglected • Juvenile Detention • Juvenile Corrections • Other Program • Click YES or NO for each program.

Entering Data • While referring to the Validations Worksheet, enter the data for each program. • If there is not a count for a data element, you MUST enter “0” or you will be unable to correctly submit the data collection. • Program Types that you selected “No” on were automatically populated with zeros. If you cleared all data errors within the Validations Worksheet, you should have no errors when you submit the data through the Consolidated Collections.

  44. Common Problems Submitting If you cleared all data errors within the Validations Worksheet, you should have no errors when you submit the data through the Consolidated Collections. However, here are a few common issues: • There is not a digit in EVERY data element (if there is no count you must enter “0”) • You do not have the correct permissions to submit a data collection, contact your district’s Security Administrator to give you edit/submitter rights to the data collections. If you are still having trouble submitting within the Consolidated Collections application after you have: • Cleared all data errors within the Validations Worksheet • Entered the data correctly from the Validations Worksheet into the Consolidated Collections • Checked that there are no data elements without a digit Please do not hesitate to contact Emily Swope at Emily.Swope@state.or.us

Steps to Accessing The Data Collection • Login to the ODE District webpage at https://district.ode.state.or.us/home/ • Choose “Consolidated Collections” from the Applications list • Hover over the “Institution Collections” tab • Hover over “ESEA CDPR Title ID: Programs and Facilities 18-19” • Click on “Submission/Maintenance” • Click on“+ Insert Record”

Entering matching type of program • Refer to your Validations Worksheet to determine which of the five types of facilities the district is reporting data on. • At-Risk • Neglected • Juvenile Detention • Juvenile Corrections • Other Program • Click YES or NO for eachprogram • These must match the types you entered for Academic Outcomes

Entering Data (again) • While referring to the Validations Worksheet, enter the data for each program, just as you did for Academic Outcomes. • If there is not a count for a data element, you MUST enter “0” or you will be unable to correctly submit the data collection. • Program Types that you selected “No” on were automatically populated with zeros. If you cleared all data errors within the Validations Worksheet, you should have no errors when you submit the data through the Consolidated Collections.
