  3. What is it? Local Streets and Roads Funding

  4. What is it? Transit Funding

  5. What is it? Funding for Improvements

  6. How are we doing? Funding Limited • 30 year Low in Transportation Financing • Continue to under invest in our Transit, Highway and Local Road Systems (Maintaining our System) • What can we deliver on Transportation 2035? Funding Challenge • Transit Capital and Local Street and Roads Shortfalls • Under Funded Major Capital Projects • Regional Program Impact on Local Project Delivery • Number of Funding Programs – Fragmentation Allocations

  7. How can NCTPA & Member Jurisdictions deliver projects? • Funding Sources: • Optimization of Staffing Resources both at CMA and MTC • Appropriate Program Placement • Agreement on Outcome of Program • Continuation of Infrastructure Improvements • Limit Disagreements on “Responsibility” • Streamline Project Delivery

  8. How can NCTPA & Member Jurisdictions deliver projects? (cont.) • Continuation of Block Grant Program w/Flexibility • Special Consideration and Maximum Flexibility for Smaller Size CMAs • Consolidation of funding programs and reduce fragmentation • Develop a truly “unified “call-for-projects” process that minimizes redundancy.

  9. Parting Thoughts! • Most programs have been added onto so many times that they have become convoluted and difficult to understand and navigate. • Napa gets a taste – but it is mostly based on size and politics. • It often takes multiple sources to fund a project – adding complications.
