NSR AND TV:IC ENGINES MONITORING VERSION: September 22, 2010 NSR: ENGINE EMISSIONS ARE ≥ 1TPY TV: ENGINE HAS NSR LIMITS OR THE PLANT IS MAJOR FOR NOx or CO All Engines with Controls (ie, AFR, Catalytic Converter) or Crossover with no AFR Engine without controls and emission limits are > 1 tpy and facility has emissions > 95 tpy New Units, or existing units never method or portable analyzer tested (>180 hp) All Engines (Major and Area Sources for HAPs) subject to NSPS and/or MACT OPERATING SITUATION Periodic Portable Analyzer Test and Control Device Operation Periodic Portable Analyzer Test Initial Compliance Test (See IC Engine Monitoring Protocol –Background Information) NSPS JJJJ or NSPS IIII and/or MACT ZZZZ MONITORING Periodic Emissions Test: Quarterly Control Device Operation: Ongoing Periodic Emissions Test: Annual Compliance Test: Per B111.A(2) (NSR Template) NSPS / MACT: As required by regulation MONITORING FREQUENCY • NOTES: • Periodic Emissions Testing: “Test results that demonstrate compliance with the CO emission limits shall also be considered to demonstrate compliance with the VOC emission limits.” The rationale for this statement is that the portable analyzers do not speciate VOC compounds and the cost of a separate EPA method test is significant; therefore, AQB relies on CO monitoring to demonstrate compliance with VOC limits.
