  2. Public Resource Code (PRC) 513 Enables California State Parks to work with associations Authorizes sales of interpretive and educational materials and services

  3. PRC 513 • Generally defines interpretive and educational materials and services • Authorizes a cooperating association to provide interpretive and educational services in addition to sales

  4. PRC 513, continued • Describes non-educational, non-interpretive materials and services • Authorizes a cooperating association to engage in non-educational, non-interpretive activities following a “good faith effort” to obtain a concessionaire

  5. Interpretive and Educational Materials • Relate significantly to park unit interpretive and educational theme as defined in general plan • Portray iconic images, objects, landscapes or words that embody park unit’s heritage • Provide site orientation and participation in interpretive and educational activities

  27. Firewood Sales • On-site concessionaire has first right of refusal • Must conveniently meet park visitor needs • Cooperating association may sell when no concession interest or ability

  28. Good Faith Effort – Business Solicitation Form • Identify three (3) local business entities • Document contacts on form • If no interest, good faith effort is satisfied for duration of cooperating association agreement • If interest, Concessions Program may negotiate a concession contract

  29. Accounting and Reporting • Separate accounting for: • I&E sales • Non I&E sales • Firewood • If non I&E, income will need reporting by park unit • New annual report

  30. Good Faith Effort Process • Less than $50,000/park & not a majority of sales • On-site concessionaire not interested • Good Faith Effort satisfied • No on-site concessionaire, use Solicitation of Business Interest form

  31. Good Faith Effort Process • Greater than $50,000/park or a majority of sales • Separation feasible – concession for non-I&E • Separation not feasible – All sales via a concession
