The Vision by Dr. Asif Qadri • Vision for a medical clinic was carried out by one physician • After attempting to convince the administration of MCC over 10 years’ period • Many factors were considered • Once the clinic was started, there was no stopping • The growth over 7 years has been substantial

  6. Basics of starting a Clinic • A Medical Clinic open for patients irrespective of: • Race • Nationality • Religion • Immigration Status, or • Locality in the State of Maryland • Open only to patients who do not have any Medical Insurance

Chronology • Clinic opened on January 2003 • Started with one doctor and two volunteers for 6 months’ period of trial • Seeing patients on one day a week basis (Sunday) • Attracted an increasing number of patients progressively • Necessitated an increase in space • Necessitated an increasing number of doctors and staff

Finance • A co-payment fee of $15.00 per visit for Montgomery County residents and $35.00 for others. • If patients cannot afford it they have to apply for Zakat or Sadaqah Funds • Lab tests are 70-90% discounted by Quest Diagnostic Labs • Reduced rate of the following tests: • X-Ray, Cat scans, or MRI • Various kinds of Scans • Reduced cost of procedures by Catholic Charities and Project Access • Patients unable to provide for lab and other services are helped through Zakat Fund.

Growth of Patient Load • At first a few patients per week • Steady but slow growth • County executive saw the workings of the clinic • Gave $80,000.00 per year for two years for infrastructure if: • The Clinic takes Montgomery County patients • To Join Primary Care Coalition • Have to totally computerize to be health-linked with other health organization in the County • Clinic had to hire someone to program the computerization • When finalized, the County will pay the Clinic $62.00 per patient

  13. Liability • Liability: Need Liability Insurance for the Mosque and premises, cost: • $4,000.00 for 1-3 million coverage • Malpractice: • Covered by Montgomery Care, • with additional malpractice insurance by Medical Mutual

To start a similar clinic • Persuade your local mosque to initiate a clinic • Zoning Permit to open a clinic in the County • Present a Blueprint and fill Application Form • Premise to be checked and inspected by the County • Once occupancy permit is given, you can start • Advertise it to the congregation of the mosque • Persistence and giving quality care will broadcast your effort

For the Future Needs • Expansion of space • Anticipated growth to continue • If a new structure is built at the site: • Three floors, the 1st and 2nd are for the Clinic use. • Facilities for minor surgeries (Colonoscopy, etc.) • Rooms for test equipment needed • Many unforeseen demands on the space • The 3rd Floor is for Masjid use and Islamic Weekend classrooms. • Structure to be connected to Masjid and the nearby structure.
