  9. Personal Perspective about public administration • In the light of my experience and knowledge let me share with you two different scenarios.

Course Objectives • To introduce MPA Students to advance level of Issues in Public Administration faced by Governments around the Globe. • To introduce MPA Students to processes by which policy decisions are made in public sector. • To • This is a 3 credit hour course, comprising 3 hours of teaching per week.

  11. Pre-requisites • As this is the course in Master in Public Administration, therefore a thorough knowledge of Public Sector Organisations, LINGO and concepts are mandatory for studying this course. • Work experience of public sector organizations, leading or participation in policy making and its implementation can also be beneficial to gain the maximum benefit from these tutorials.

After studying this course the participants should be able to understand: • The key structures, organizations and processes within the public administration • The history, scope, and environment of public administration. • The conceptual and theoretical foundations of public management and administration and its evolution. • About the relationship between Public Administration and other disciplines. • The basic theories and concepts relevant to the field of public administration. • Explain and identify the importance of ethics and accountability in public organizations.

Explain the significance of the distinct approaches to management and administration, as expounded by a number of academically renowned theorists, and their continuing relevance to public administration today. • State the basic elements found in the codes of conduct (the moral and ethical standards of behavior) for public servants in various jurisdictions.

  14. Through the analysis of weekly case studies gain a fuller knowledge and appreciation of how public sector managers and administrators address a wide variety of issues in the public service workplace.

  15. Teaching Methodology • It is important to me that each of you is successful in this course not in numerical sense but most importantly in academics. • The topic as well as the concepts will be discussed in detail so that we are able to get a proper grasp on the topic at hand. • During the semester, students will learn and be engaged in theories, their applications, and attempting of quizzes, participation in assignments, sessionals and final exam.

Teaching Methodology • The assessment and evaluation of the students will be based on the below stated areas. •  Individual reading, careful listening and study, together with case studies and scenarios. • Tips for Completion: It is helpful to take notes or keep a journal as you work through the materials in each unit.  These notes will serve as a useful review as you prepare for the Final Exam.  Completing the self-assessments at the end of each unit will also help you prepare for the Final Exam.

  17. Assessment Scheme • 4 Quizzes after 6 lectures(10%) • 4 Assignments after 7 lectures(15%) • 2 sessional examinations after 09 weeks (10th and 20th) (25%) • Terminal Examination after 16 week(50%)

  19. Course requirements and expectations • Grades: Letter grades will be assigned based on the university’s MS standard grading scale. • A+ >= 90% • A >= 80-89% • B >= 70-79% • C >= 60-69%

  20. Course requirements and expectations • Being Prepared for Class: Student must review the prior week’s presentation and reference material before listening to the next lecture. You should try understand the concepts by different perspectives and invest your own analytical mind to analyse different perspectives. • Internet is the best resource to access valuable knowledge with respect to Public administration.
