Instructional Reforms to Narrow and Close Literacy Gaps ?Focus on comprehension and fluency—not decoding and word attack ?Use high-interest materials that are complete books or plays at a level below students’ frustration points ?Provide classroom routine of research-based learning activities -  Teacher modeling of comprehension strategies - Mini-lessons on content reading and writer’s craft - Student team discussions of comprehension questions - Use of new vocabulary in meaningful sentences - Self-selected reading ?Extend instructional time for literacy (4x4 “Double Dose”)

  3. Implementing Instructional Reform ?Provide complete daily lessons with room for teacher initiatives ?Intensive workshop simulations ?Expert peer coaches for in-class follow up
