Objective of this presentation The objective of this presentation is to obtain support from the SMMEs to initiate a new project that will assist the SMMEs to optimise INSETA support and at the same time assist INSETA in meeting its set targets for Skills Development in all the Provinces and bring unemployment figures down.

Objectives of this Project The project is aimed at affording effectively SMMEs the opportunity to participate in training initiatives such as Learnerships, even if they have minimal infrastructure or resources to do so. The project will allow for certain Learnerships administrative functions to be managed by INSETA so that employers can still participate without being bogged down with too much paperwork. The project will be fully funded by INSETA.

Important steps in the process • Needs analysis • SMMEs must analyse the need for developing skills in their organisations and decide if Learnerships are the best mode through which these skills can be acquired. If this is not done or done incorrectly a lot of qualified learners will not be employed upon completion • Recruitment of learners • Recruit as if for employment. If learners who complete successfully do not meet the recruitment profile of the employer they will not be employed upon completion. Recruit learners who will successfully complete the qualification and succeed in the workplace. • Contract with a training provider • Get the best Training Provider who will ensure that the learners complete successfully and on time so as to add value to the employer’s business. • Prepare the organisation • Mentors, coaches, co-ordinators. Identify what the employer can and cannot do. Streamline as far as possible. Make it easy for them to support the learners and still do their work. What administrative burden can we take over? Induction? Contracting? Reporting? • Support and payroll service for the learners • Project Steering Committee

INSETA’s Recommended Model • INSETA through a consultative process with the SMMEs, identifies a qualification that will address the SMMEs business needs and establishes the best mode through which this qualification will be delivered. • INSETA through a competitive process, acquires Training Provider(s) who will deliver the required qualification nation-wide. • INSETA through a competitive process, acquires a company that will do the following: • recruit high potential learners according to the Employers’ specifications • administer the Learnerships Agreements process • run a central payroll for Training Providers and learners • support the learners to ensure they complete successfully • co-ordinate the program and managing the providers on behalf of employers • ensure close monitoring and reporting of the project progress

Role of the SMME employers Before • Agree on the qualification • Identify the number of learners that they are able to host and mentor for the duration of the programme and where learners will be placed (geographically) • Agree on the profile of the learners they require During • Support the learners in the workplace by giving them practical working experience related to the qualification • Complete log books supplied by the training provider to reflect the workplace learning of the learner • Provide information on the conduct and progress of the learner in the workplace • Afford the learner time off for learning in accordance with the agreed schedule After • Provide the learner with a certificate of service • Consider the learner for any vacancies in the organisation (INSETA requires that at least 80% of the learners that were hosted be employed at the end of the programme)

Role of the Training Provider Before Pre-training Assessment to ensure suitability for the qualification and its level (Done together with Recruitment Company) Complete and co-sign the Learnership Agreements Load the Learner information on the SMS Develop Logbooks for the learning During Deliver training on the identified qualification Conduct the required assessments on the Theory of the qualification Conduct/Support the learners on-the-job assessments Guide Learners and Workplace Mentors on the use of Logbooks. Provide reports on the progress of the learners during training After Conduct Assessments and Moderation of learning Provide Closure reports on the learning Cooperate with INSETA ETQA during the Verification exercise Complete NLRD Forms Load Learner credits on the SMS

Timelines Indication from employers on their participation in the project: By 15 Nov 2010 Establishment of steering committee: By 30 Nov 2010 Bid process for services: Recruitment of learners 30 Nov 2010 – 31 Jan 2011 Co-ordination, support and payroll services Training of learners Recruitment and contracting of learners: By 31 March 2011 Duration of project will depend on type of learning intervention
