Background • This is a competition announced in the framework of the initiative entitled:„Addressing brain-drain through temporary return of expatriated Moldovan scientists and overseas young researchers to strengthen Moldova as a research & development hub and to promote temporary and permanent return and skill transfer”funded by the European Union and • implemented by IOM within the project:“Supporting the implementation of the migration and development component of the EU-Moldova Mobility Partnership”.

  3. Project Objective Improve Moldova's capacity to enhance the development impact of circular migration through temporary return of highly qualified MSD members in the field of R&D.

  4. MSD Opportunities • Contribute by knowledge share to the development of R&D sector in Moldova; • Establish new or renew previous collaborations with Moldovan counterparts; • Promote the integration of Moldovan researchers with the international scientific community; • Strengthen partnership relations with the Moldovan researchers, which might lead to cooperation within international programs such as EU/FP7, SCOPES, NATO Science for Peace Program, ENPI, etc; • Get involved in the educational process (undergraduate, postgraduate, PhD, etc) • Share experience with their Moldovan counterparts on how to improve project proposal writing skills; • Serve as independent experts in the evaluation of national projects, programs, strategies of development, laws, etc; • Contribute to the development of joint research publications to be published in Moldova and abroad; • Participate in informational campaigns to raise society’s awareness on brain drain and mechanisms for stemming this process.

Development Stages • Database development – 140 SDM collected • Questionnaire development and distribution – 40 questionnaires received • Call for Proposals development – widely distributed • Evaluation Form development – for proposal review purpose • Narrative Report Form development – for visit outcomes evaluation

  6. Information Dissemination Channels • Web (ASM, R&D Institutions, Universities, Scientific Centers, Diaspora Communities abroad) • E-mail list • Mass-media (newspapers) • Embassies and other diplomatic structures • FP7 NCP Network • R&D Institution abroad

Main Outputs • Renewal or development of new scientific collaborations; • Bilateral agreements of scientific collaboration; • Participation in scientific events organized in Moldova during the short-term visit; • Familiarization with the current state and developments of R&D Institutions and Universities; • Joint publications in Moldova and abroad; • Joint research, ideas and knowledge exchange; • Joint project proposals development to bilateral competitions, FP7, SCOPES, JOP, TEMPUS etc.; • Agreement to be involved in the peer-review process; • Involvement in the educational process/ lectures for students, supervision of research work of young scientists generation.

Future Activities • Information Dissemination (monthly) during the project period • Public information campaigns in Moldova and abroad • Development of an information booklet • Support of short-term visits of 30 SDM more • Database update • Monitoring of collaboration development • Selection of 5 success stories • Organization of a Round Table to reflect the benefits of the best 5 scientific collaborations with the SDM
