  1. Overview: Analysis & Information Online & Driver Information Resource (DIR) 2007 Eastern In-Service Training Williamsburg, VA August 2007

  2. FMCSA Analysis Division • FMCSA Mission • Prevent crashes - save lives & reduce injuries • FMCSA New Performance Goal • Reduce the large truck fatality rate to 1.60 fatalities per million VMT by 2011 • Analysis Division • Economic/Environmental Analysis of Regulations • Program Effectiveness & Crash Data Studies • State Data Quality Program • Data Mgmt Activities (DART, Gotham, A&I)

  3. Analysis and Information (A&I) Online Update & Refresher

  4. What is A&I Online? • A publicly available, web-based safety system publishing motor carrier and driver data and safety ratings over the Internet • Crashes • Inspections • Violations • Compliance Reviews • A tool to improve communication and promote motor carrier self-improvement

  5. A&I Online: Evolving to Meet Needs

  6. A&I User Login Page

  7. SafeStat Online

  8. SafeStat Online SafeStat is a process that measures the relative safety performance and compliance of individual motor carriers in 4 Safety Evaluation Areas (SEAs): Accident, Driver, Vehicle, and Safety Management.

  9. Applications for SafeStat Online • Research performance of an individual carrier • Prepare for Compliance Review • Educate carrier management • SafeStat provides valuable information they can use to monitor and improve their safety performance • Full methodology available • File data challenges/improvements through DataQs

  10. DataQs

  11. Crash Statistics

  12. Crash Statistics • Provides summarized crash statistics for large trucks and buses involved in fatal and non-fatal crashes on the National and State level. • Over 40 crash profile reports are accessible online for crashes reported from 1999-2006. • Applications: Identify the carriers having the most crashes in your state (State Profiles area, Carrier section)

  13. FMCSA Tools

  14. FMCSA Tools FMCSA Tools includes information resources that are only accessible to FMCSA and State partners via a UAS account.

  15. Analysis Results & Reports

  16. Analysis Results & Reports • Presents a collection of analytical reports on motor carrier safety developed by the FMCSA. A&I presentations and outreach materials are also accessible. • Applications: • Access presentations on SafeStat Online • Motor Carrier User • Includes DataQs • FMCSA and State Enforcement User • Access presentations on FMCSA Tools

  17. Recent/Planned Enhancements SafeStat Online • Print-ready option for Crash and Inspection details reports • Link SafeStat driver name to driver’s history in Driver Information Resource (DIR) • View all inspections and crashes related to a particular driver • Implemented a fully featured Intrastate capability

  18. Recent/Planned EnhancementsA&I Online • GIS (Geographic Information Systems) • CVSP Toolkit • Motor Carrier Location • A&I Interface Re-design • Data/Task Specific vs. Existing Topic Areas • Public vs. FMCSA Only • GOTHAM • Incremental Migration to A&I Online

  19. Driver Information Resource (DIR)

  20. Background • Research on Commercial Motor Vehicle (CMV) related crashes points toward driver-related factors “Our blueprint for the future … is to really focus on driver behavior; to restructure our [safety] programs so we focus more on drivers and move away from vehicles” -Annette Sandberg, FMCSA Administrator, Nov 2005 • There is no central collection of commercial driver safety performance and regulatory compliance

  21. Objective • Make CMV driver safety performance and regulatory compliance data available to support FMCSA field and State enforcement programs and analysis to support rule making • Make possible the identification of high-risk drivers leading to increased motor carrier safety through effective safety program targeting

  22. What is Driver Information Resource (DIR)? • Web-based lookup capability that provides easy access to individual CMV driver’s crash and inspection history • Contains event data on ~3.6 million CMV drivers • Monthly update with new snapshot of FMCSA MCMIS data • Provides search capabilities and analytical capabilities • Available to FMCSA field and state enforcement personnel

  23. Where does DIR data come from? MCMIS Driver Inspection Records Vehicle Inspection Records Crash Records Basic data cleanup Perform matching algorithms Consolidate records to create Driver Histories Driver Event Database

  24. DIR is a toolthat can assist you to… • Select which driver's hours of service and qualification records to review during a CR • Identify points in time to verify log books • Locate drivers with outstanding enforcement actions in a new location

  25. DIR is a toolthat can assist you to… • Identify drivers who have failed a drug test that begin to operate for other carriers • Identify owner operators who have re-opened a business under a different name • Detect carrier or driver activity following an OOS order

  26. How do users access DIR? From A&I Home page: • Select ‘A&I User Login’ • Enter UAS account information • Select FMCSA Tools
