Market Tuition Background General Slide Title Here Text here • Limitation on authority to spend from Student Fee Trust Fund • UF had reached that authority; as a go-around, moved programs off the books • Set excessively high “tuition” for off the books programs, e.g., MBA - $28,000 to $48,000 and generated approximately $12.5 million in 2008-09 • Other large SUS institutions followed suit • Auditor General citation in January of 2010

Market Tuition Required Documentation General Slide Title Here Text here • Program must have been approved and have established one or more separate market tuition rate student cohorts that can be tracked • Program cannot lead to initial licensing or certification for occupational areas identified as state critical workforce need • Program admission and graduation requirements must be the same as similar programs

Market Tuition Pilot Requirement General Slide Title Here Text here • University must operate programs for pilot period to collect sufficient information to assess the merit and success of market rate tuition courses • During pilot period, no more than five graduate level or certificate program proposals per year • BOG reporting requirement after three years
