  5. 2 categories of national, veterinary organisations • Chambers & Orders (Veterinary Statutory Bodies) • Legal base: mandate given by CA • Obligatory membership • Societal objectives and goals • e.g. RCVS, OdV, BTK, ÖTK, FNOVI, ……etc • Associations • Voluntary membership • No legal base • Professional objectives and goals • e.g. BVA, SNVL, VDV, KNMvD, BPT,…. etc Overarching objective: good quality of veterinary services Seminar on Vet Stat Bodies

  6. Veterinary Practitioners (UEVP) • Veterinary State Officers (EASVO) • Hygienists and Public Health Veterinarians (UEVH) • Veterinarians in industry, research and education (EVERI) • Synergy is our strength ! FVE includes four specialised groups: Seminar on Vet Stat Bodies

  12. Diseases can spread rapidly (within incubation period) • (international) Movement of animals • People • Vehicles, tools, … • Wildlife (incl. birds, rodents, insects..) • Air, moist, sand … • Etc. Pathogens do not respect borders! Seminar on Vet Stat Bodies

Disease outbreaks can have an enormous impact • On the animal / herd / animal population • On its owner(s) • On other farmers, (international) trade, other sectors…… • On food safety, food security, public health (zoonoses), economy…. • On the society at large They affect all citizens Animal Health and Welfare and Public Health are Public Goods Seminar on Vet Stat Bodies

Prevention and control of transmissible diseases requires: • Constant monitoring and surveillance • Early detection • Adequate diagnosis • Well educated and trained staff • Adequate facilities • Rapid reporting • Administration • Immediate actions (stand still, sanitary barriers, testing, emergency vaccination, ………etc.) Seminar on Vet Stat Bodies

  16. This cannot be realised by • individual owner(s) alone • the veterinarians / paraprofessionals alone • competent authorities alone • in many cases even not by a country on its own But only by CO-OPERATION !! Co-ordinated and concerted actions are essential Seminar on Vet Stat Bodies

Public and private parties have a common interest and a shared responsibility to work together Competent authorities • Contingency plans, Border control, Certification, Legislation, Implementation, Enforcement……. Farmers • Directly involved in what happens on the farm, First to notice that a disease occurs, Capable of taking direct measures, Biosecurity ……. Private practitioners & paraprofessionals • Obtain direct information from farmers, work close with the animals, decide on further examinations, translate rules into practice …… Seminar on Vet Stat Bodies

  18. For a good partnership between public and private veterinarians, it is essential to come to agreements during “peace time” • Tasks & responsibilities • Procedures • Chain of command • Fees and costs • Reporting and record keeping • Etc. Seminar on Vet Stat Bodies

  22. Position of the veterinarian is changing from: a more or less bilateral relation to the centre of a tri-angle Seminar on Vet Stat Bodies

Veterinary medicine is a Liberal Profession (not a craft, trade, labour….) • To study the artes liberales • Intellectual Service • Adequate examination and proper actions, result can be uncertain • Asymmetry of information • Regulated Profession CA / VSB looks after the quality of the services provided by veterinarians & paraprofessionels • Under certain conditions CA / VSB gives a license • CA / VSB keeps a record of all licensed veterinarians (transparency) • CA / VSB supervises the quality of the veterinary work • If a vet fail to deliver the appropriate quality CA / VSB can take measures or withdraw a license • CA / VSB exchanges information with other CA / VSBs Seminar on Vet Stat Bodies
