COMMUNITY STRATEGIC GUIDELINES FOR RURAL DEVELOPMENT POLICY AND NATIONAL STRATEGIC PLAN • Community strategic guidelines define strategic priorities of rural development for all countries of EU • Each of Member States is lied under an obligation to elaborate National Strategic Plan (on the basis of the Community strategic guidelines)

  3. National Strategic Plan – implementing in EU Member States by RDPs Operational Programme of Rural Development Plan – programmatic document DOCUMENTS DEFINING ASSUMPTIONS OF SUPPORT OF RURAL DEVELOPMENT FINANCED BY EAFRD Covers period from 1 January 2007 to 31 December 2013

STRATEGIC APPROACH - assumption • Horizontal realization of objectives between and within the axes • Synergy between structural, employment and rural development policies • Complement to objectives and measures of other national and Community policies – demarcation line • One Operational Programme of Rural Development 2007-2013 covering all the territory of the country

  5. NATIONAL STRATEGIC PLAN- what actually is it? • Synthesis of strong and weak points of the situation of agriculture (?) • Justification of choice of the priorities and measures in EU perspective (?) • A tool for efficient strategic planning through appropriate indicators(?) • … (?)

  6. AGRICULTURE AND RURAL AREAS SHOULD BE MULTIFUNCTIONAL • New, alternative sources of income for inhabitants of rural areas • Great role in saving natural environment and landscape

  7. MAIN OBJECTIVE OF NATIONAL STRATEGY Improvement of life and work quality condition through economic growth including environmental protection

  8. PARTICULAR OBJECTIVES – COMPATIBLE WITH OP RD OBJECTIVES • Improvement of competitiveness of the agricultural and forestry sector • Improvement of the environment and the countryside • Improvement of the quality of life in rural areas and diversification of the rural economy • LEADERapproach

  9. CONSULTATION AND INFORMATION • Wide consultations of National Strategic Plan are planned • Informing about National Strategic Plan, Rural Development and Community share is planned: • beneficiaries • professional organizations • economic and social partners • NGOs

MONITORING AND EVALUATION Annual review of selected macroeconomic indicators: • area and structure of agricultural land; • Number of agricultural holdings by area groups; • Number of employees in agricultural holdings; • Registered unemployment rate in rural areas; • Hidden unemployment rate registered in rural areas; • Education of rural population • Rural population using the technical infrastructure (water supply system, sewerage, wastewater treatment plants) in the % of total population; • volume and structure of income of agricultural holdings; • GDP at voivodship level (NUTS-2).
