  3. CONSTRAINTS: 1. Inadequate staffing for Extension delivery. 2. Inadequate funding and irregular release of funds. 3. Inadequate incentive for the majority of Extension Staff. 4. Lack of mobility for extension work for EAs, BESs, AAOs and Director Extension. 5. Lack of synergy within the GSADP and other stakeholders.
