  3. 1. Introduction • Do we need a European Standard? • What are a country’s requirements? • How many students study abroad for more than one year? • How many students are willing to learn German, Portuguese, or Greek to study abroad?

  4. 2. Situation in Germany Informatics education institutions: • Universities + Technical Universities • Fachhochschulen (FH) (polytechnic)Universities of Applied Science • BerufsakademienUniversities of Cooperative Education • Berufsschulen(vocational schools)

Degrees • Universities + Technical Universities: • Diplom (4.5 years), 6-7 years in reality • Bachelor (3 years), Master (2 years), with accreditation • Fachhochschulen (FH): • Diplom (FH) (4 years) • Bachelor (3 years), Master (2 years), with accreditation • Berufsakademien: • Diplom (3 years, 50% on the job) • Bachelor (3 years, 50% on the job), seeking accreditation!! • Berufsschulen • Fachinformatiker (3 years, 1 – 2 days/week in school) • ??? Bachelor ???

Political Statements • Bachelor + Master programs <= 5 years • “All Bachelors are equal” • “All Masters are of equal value, but of different qualifications” • Independent of the institution: • research oriented Master • application oriented Master • “All Bachelors have to be qualified for a job” • Selection:Only the best (30%) of all Bachelors are accepted in Master programs!

Bachelor + Master programs <= 5 years Options: • 3 + 2: • generally accepted option in Germany • allows for Master program with 3 semester classes and 1 semester thesis • 3 ½ + 1 ½: • typical for bachelor programs with industry semester • 4 + 1: • compatible Bachelor with US standard • only 1 semester class in Master programs with thesis!

  8. My personal opinion “All Bachelors are equal” • Only Bachelors with a research oriented education can successfully study in a research oriented Master program! (with exceptions) • Even if the topics of the curriculum have the same names, the way to teach the topics differs greatly between research and application oriented programs! (Very difficult to define and measure!)

  9. My personal opinion “All Masters are of equal value, but of different qualifications” • ok Independent of the institution: • research oriented Master (95% universities) • application oriented Master (100% Fachhochschulen) • ok

  10. My personal opinion “All Bachelors have to be qualified for a job” • Depends on the goal: • Bachelors leaving the School should have a job qualification • Bachelors continuing for a Master should be qualified for Master programs

Curriculum Requirements for University Programs Historical remark:The industry has been satisfied with the Diplom education in informatics besides the wish for more business thinking, skills, and praktical experience • Skills and practical experience have been improved in Bachelor/Master Programs • Business thinking is difficult to teach in a university

Conclusion • Under German regulations only a 3 + 2 year system is acceptable for Informatics • The German economy needs a large percentage of master graduates for research and development • With the balance between FH and university students this large percentage can only be reached if the universities aim for the master degree • A meaningful research oriented program with sufficient practical experience can only be taught in 5 years
