Background HSPD-5, Management of Domestic Incidents February 28,2003 Directed the development and administration of… • NIMS A systematic framework for local, tribal, state and federal governments to work efficiently and effectively together in various emergency incidences. • National Response Plan An all hazards plan which forms the basis of how the federal government coordinates with state, local and tribal governments as well as the private sector during incidents of national significance.

Background HSPD – 8, National Preparedness December 7, 2003 Directed the development of a national domestic all-hazards preparedness goal with measurable readiness priorities and targets Identifies 7 National Priorities • Implement the National Incident Management System (NIMS) & National Response Plan (NRP) • Expand Regional Collaboration • Implement the Interim National Infrastructure Protection Plan • Strengthen Information Sharing • Strengthen Interoperable Communications Capabilities • Strengthen CBRNE Detection, Response and Decontamination • Strengthen Medical Surge Prophylaxis Capabilities

Relationship: NIMS and NRP • NIMS • Aligns command, control, organization structure, terminology, communication protocols and resources/resource-typing • Used for all events Resources Knowledge • NRP • Integrates and applies federal resources, knowledge, and abilities before, during and after incidents • Activated for Incidents of National Significance Abilities

State Compliance Activities – 2005 • Incorporate NIMS into existing training programs and exercises • Ensure that federal preparedness funding supports state, local, and tribal NIMS implementation. • Incorporate NIMS into Emergency Operations Plans • Promote intrastate mutual aid agreements • Coordinate and provide NIMS technical assistance to local entities • Institutionalize the use of the Incident Command System • Adoption of NIMS through Executive Directive No. 2005-9

State Efforts for 2006 • Development of State Implementation Plan • Assist locals in development of Implementation Plan • Assist locals in revision of EOPs. • Revise state resource list and provide assistance to jurisdictions in inventorying and tracking response assets. • Complete revision of MEMP to incorporate NIMS and NRP language. • Continue promoting mutual aid efforts across the state.

Local Compliance Activities – 2005for 109 Statewide Programs • Training • Complete NIMS IS-700 & NRP IS-800 courses • Adoption • Pass local resolution formally recognizing NIMS and adopting NIMS and ICS principles and policies. • Assessment • Conduct an assessment to measure your jurisdictions capability in incident response and determine which requirements are already met and develop a strategy for NIMS implementation. Approximately 24,000 EM personnel completed IS 700 & 800. 60% of NIMCAST questions were “compliant” answers

Local Compliance Activities – 2006for 109 Statewide Programs • Planning • Revise and update plans and SOPs to incorporate NIMS components, principles, and policies • Support efforts to implement the NIMS statewide • Develop NIMS Implementation Plan to meet compliancy and remediate shortfalls identified in assessment. • Training & Exercises • Complete ICS 100, 200, 300, 400, and position-specific training, as appropriate, and ensure that NIMS and ICS training are part of the program for all new employees, recruits, and responders • Participate in a regional, local, or tribal NIMS ICS-oriented exercise that involves responders from multiple disciplines and incorporate corrective actions into plans and procedures • Personnel already trained in approved ICS course are not required to take additional ICS courses.

Local Compliance Activities – 2006for 109 Statewide Programs • Equipment • Utilize NIMS, ODP, and S&T interoperability standards for equipment purchases • Resource Management • Participate in regional and state mutual aid agreements and assistance compacts and expand mutual aid agreements beyond support services and equipment to include information sharing • Inventory response assets and implement a system at the community level to maintain the availability status of response assets • Operations • Use 'plain English' across public safety sector instead of 10-codes
