  2. Objectives This presentation introduces… • ECAPOV Now… (Where we are standing) • ECAPOV Soon… (What is in progress) • ECAPOV Tomorrow… (Future plans) • Ideas and requirements • Discussion

  3. ECAPOV Team • Mariam Lomaia – Data processing and analysis • Julia Duhno – ADP data processing • Helena Makarenko – Website, DDP Data uploading • Jose Montes – HOI/Labor work • Guidance • Goao Pedro Azavedo Wagner • Carolina Sanchez Paramo

  4. ECAPOV Now • ECA hub for regional poverty analysis. • Survey Repository and source for micro data standardization in the region (within the Bank). • The main source for poverty, social labor market indicators for ECA region. • Source for POVCALNET, DDI, WBI, ADP data platform, WDR as well as various Analytical projects ESW, PSIA for DPOs. In God we trust. All others must bring data…

  5. ECAPOV Now ECAPOV - ECA poverty monitoring project provides vital assistance for cross-country analysis of poverty and social developments in the ECA region. • - Widerange of statistics (Adept and Pivottables)- Standardized welfare aggregates and data standardization • - Regional poverty updates and monitoring ECA DATABANKcontainsmicrodataraw data, processed data, and availabledocumentationfor: • 479households’ surveysfrom 27 ECA countries • 380standardizedhouseholdsurveys (HBS and LFS) • Over300standardizedFirmlevelsurveys (Amadeus) • EU-SIlC, LITs, EU-LFS, otherspecializingsurveys "I've given you an unlimited budget, and you have already exceeded it!"

  9. Repository • Households’ Budget Surveys and Labor Force surveys (total 480) • EU – SILC – Three rounds of the surveys covering 10 ECA countries members of EU and other developed countries in the region • EU-LFS – the database of standardized EU labor force surveys covering 10 ECA and other developed countries in the region • LITs – life in transition surveys. Two rounds of the surveys covering 30 ECA countries • Other specializing surveys - Rapid Response, Migration surveys, time use surveys and others specializing surveys done in the region

  10. What is harmonized? Roster Consumption Module Labor Module Education Module Social Protection Utilities and Energy use New Income module HOI variables (recent years) Migration module (recent years)

  11. ECA DATABANK Archive Overview Goals Major activities Inventory Standardization Modules Policy of data release Dissemination • Standardization Procedure: Consumption Aggregates (main welfare indicators) • Use current consumption per capita • Uniform approach to correct for inflation and regional price differences • Uniform cleaning/correction for outliers • Use standard classification by items (COICOP) • Exclude rental payments (issues of imputation), health-care and all durables purchases (lumpy expenditures)

  12. ECA DATABANK Archive Overview Goals Major activities Inventory Standardization Modules Policy of data release Dissemination • Standardization Procedure: Consumption Components of the consumption aggregate • Food (purchase and in kind) • Alcohol Tobacco • Cloth/Foot ware • Utilities • Housing • Health (calculated but not included) • Transportation • Communication • Recreation • Education • Restaurants • Miscellaneous • Durables (calculated but not included) • Rents (calculated but not included, no imputation)

  13. Overview Goals Major activities Inventory Standardization Modules Policy of data release Dissemination ECA DATABANK Archive • (2) Household and individual characteristics (education, health, employment) and non-income indicators (water) uniformly defined and linked to consumption poverty • International poverty lines of $PPP2.5 (poverty) and $PPP5.0 (vulnerability) per capita per day used with 2005 ICP (as in ECAPOV2); poverty lines updated using CPI. • Income sources from wage (employee and self-employed) , agricultural income, social assistance, property and other.

  25. Overview Goals Major activities Inventory Standardization Modules Policy of data release Dissemination ECA DATABANK Archive • Data Access Policy and Release • Each survey in the archive has sharing policy agreed with client-countries: • In public domain - free to share with everybody (a few LSMS) • Can share within the World Bank • Can share upon country team approval • Can not share outside ECAPOV team • Fully restricted • Other restrictions on sharing

  26. Indicators produced 1. Poverty Indicators at regional, national and subnational level (ECAPOV and POVCALNET indicators, $1.25, $2.5 and $5.0) 2. Inequality indicators 3. Poverty statistics disaggregated by demographics, location, education, labor status 4. ADePT poverty outputs for all countries 5. Regional maps of poverty for all countries

  27. What’s NEW?

  28. New HBS modules standardized Income module (in progress) Income sources of the population HOI Module (recent years in progress) 20 variables for human opportunity indicators Migration Module Indicators of migration and identifier of remittances Energy Module Database of Energy indicators used in energy report produced by Caterina Rughery Laderchi

  29. Database of indicators in DDP New ECA regional database of indicators is available in DDP The database includes: • International and national poverty indicators • Inequality indicators • Poverty by age, gender, education, labor status • Composition of the poor

  30. Micro Data Classifications • Unrestricted Data • Includes data that is available to the general public outside the Bank. • Internal Data • This data classification includes restricted data used by WB employees but not available to people outside the Bank. • Sensitive/Confidential Data • Includes data not released to anybody besides ECAPOV team or require special permission.

  31. In progress:

  32. Coming soon - Accelerated Data Program (ADP) - Income, HOI modules - New version of the website - New database of indicators will be shared online

  33. Example: ADP • ADP in collaboration with DECDG. • Archiving: Metadata Editor • Compile survey data, documentation and metadata in a standard format (Nesstar/DDI). Free data reader for users. • Built on Nesstar Publisher • Nesstar Explorer • Free software • Access metadata & data and export to common statistical formats • IHSN Tools • Reporting, diagnostics and other utilities

  34. Future plans (short and medium) ECAPOVshort-term target: • Micro-simulation and projections • Housing imputation • Repository of panel data • Regional poverty update • New database of social and labor indicators

  35. Future Plans General Strategy Develop a hub for sharing and dissemination of micro- and macro- indicators in ECA region. Develop tools for data sharing, presentation, and monitoring. Center for regional poverty analysis. • Access to micro data: • Expand range of micro data with clear mechanism of obtaining the data and sharing • More detailed harmonized unit record data • Linked and longitudinal datasets • Rich metadata • Real-time access to indicators • - collection and maintenance of the databases of indicators • Use of Flexible analytical tools • Automation in dissemination(system-to-system interfaces) • Connection between tools (BOOST, ADePT, BUDDY, Maps, Other tools • Further Develop analytical capacity

  36. Example 1: RAS system • Remote, real-time analysis system for within and outside the Bank • Access to entire ECAPOV datasets without giving access to raw data • Confidentiality processes performed on outputs • Complex analysis services • The system could be developed In collaboration with ADePT team

  37. Example 2: Survey Data Storage Server • IT Services should provide space on a dedicated survey data storage server to WB staff who use ECAPOV Surveys tools. • This server should be accessible via a WB computer. If you are outside the Bank, you must use secure ID in order to access this server. • You can share your space with individuals who have a valid SecurID and password. • You can request ‘workgroup’ space on this server.

  38. Example 3: Sharing and Analysis tools New data sharing tools Data Analysis Tools
