    3. Membership The Committee is open to all individuals who support its mission. Membership attained by registration with the administrator of the Foundation. Chair (and Vice Chair) are elected by Committee membership for two year terms, or until their successors are elected.

    4. Activities of the Council Primary activity: to plan, oversee, and communicate research programs, and to engage in a research planning program to identify priority research projects. Secondary activity: to provide the community with updates on the state of the art in electrical safety, and to provide input into symposia planning at the Foundation. Committee meets at least annually.

    7. Top Priority Research Needs 1) Develop typical profiles of current and future residential power consumption (and other occupancies). 2) Develop data to improve the performance requirements for surge protection (including causes other than lightning). 3) Develop a means to evaluate remaining useful life of electrical components (e.g. Fpe panel boards/other components/plastic springs). 4) Develop an approach to facilitate retrofit of AFCI in older homes. 5) Study the impact of 3rd party certification vis a vis self certification of products on electrical safety.

    8. Study needed changes in electrical systems and their installation requirements to support the increased utilization of LED lighting. Study needed changes in electrical systems and their installation to support green building Quantify the effects of distributed generation (e.g. small wind turbines) on power quality Study needed changes in the electrical systems for hydrogen fuels for vehicles. Evaluate the effectiveness of power quality solutions/remedies.

Cable/conduit propagation of flame/smoke through fire/smoke seals and penetrations Guidelines for specification of ambient temperatures for electrical Study the technical basis for the ampacity tables in Chapter 9 Establish a scientific basis for the anticipated temperatures at wiring connection Develop a technical basis for low temperature ignition theory

    10. Survey the landscape of maintenance of electrical systems in homes and other occupancies – what are the typical gaps/problems? Study the reliability of emergency power systems related to data for CMP-13. Study aged wiring beyond residential occupancies. Carry out a field study on aged cords and appliance wiring.

    11. Other Research Needs General Studies Characterize the causes of electrocution of electricians/document incidents in detail. Methodology to determine the cost of code changes. Methodology for measuring the effectiveness of electrical code compliance. Develop a roadmap of the interactions of the NEC and other NFPA standards. Methodology to determine the impact of the transition to performance based codes on electrical safety. Enhanced implementation mechanisms for the introduction of new electrical safety technologies into the code (e.g. GFCI).

    12. Other Research Needs Grounding Systems Current carrying capability in place and failure mechanisms of residential grounding. Hazards associated with stray currents/voltage. Define objectionable ground current/what is permissible? Required circuit breaker instantaneous trip levels needed to trip residential overcurrent protection, based on the recommend branch circuit voltage drop. Mechanisms to improve grounding/bonding systems. Study factors that affect the long term integrity of equipment grounding. Survey actual ground impedance in homes . Effectiveness of whole house ground fault systems.
