PSIC Overview Purpose of the PSIC Grant – To assist public safety agencies in the acquisition of, deployment of, or training for the use of interoperable communications systems that utilize – or enable interoperability with communications systems that can utilize – reallocated 700 MHz spectrum for radio communications. Five PSIC Objectives – • Adopt advanced technological solutions • Improve Spectrum efficiency • Use cost-effective measures • Improve interoperable communications in areas of high risk for natural disasters • Continue to improve interoperability efforts in urban and metropolitan areas at high risk for threats of terrorism Virginia’s Grant Allocation – $25,012,521

PSIC Grant Overview • Strategic Technology Reserve – includes completion of 3 Type I radio caches & a state agency project • Northern VA Data Interoperability Project – joint project with Maryland & DC • Technology – Connectivity and Sustainability - includes projects dealing with microwave, broadband and satellite systems • Communications Infrastructure and National Interoperability Channels - Includes projects to improve radios and repeaters, along with the ability to connect into the National Interoperability Channels • Tactical Interoperability Solutions – State Agency Gateways • Tactical Interoperability Solutions – Locality Gateways • Portable and Mobile Interoperability Solutions – includes projects to purchase radios, software and training

Region 1 • Installation of 2 Satellite Receivers - $105,000 • Lead: Nottoway County • Includes Nottoway County, Burkeville, Crewe – Sheriff, Police, EMS, Dispatch • Voice & Data Connectivity in EOC/911 centers of Richmond Regional PDC localities, State EOC, VSP & Henrico Co. Jail East - $3,000,000 • Lead: Henrico County • Includes Ashland, Charles City, Chesterfield, Goochland, Hanover, Henrico, New Kent, Powhatan, & City of Richmond as well as linking to the VA EOC, VSP, & Henrico Co. Regional Jail East

Region 2 • Technology Refresh to the Stafford County Unified Command/Comms Unit-$165,000 • Lead: Stafford County • Includes Stafford County and will be available to assist the City of Fredericksburg, Spotsylvania, Prince William, Culpeper, King George, Fauquier, Orange, Madison, and Caroline Counties. • Installation of Single Site Base Station/Repeaters to Support VHF & UHF Mutual Aid-$400,000 • Lead: Harrisonburg • Includes the City of Harrisonburg, Rockingham County – and will benefit other localities in the area that may require mutual aid assistance • Installation of Multi-Band Radio Repeater-$20,000 • Lead: Fauquier County • Includes Fauquier, Clarke, Warren, and Rappahannock Counties

Region 3 • Installation of Repeaters for 800MHz – $1,310,000 • Lead: Nelson County • Includes Nelson County, City of Waynesboro, Rockbridge County, Augusta County • Establish dedicated frequencies to be common among all participants & have the frequencies at each local dispatch center & capability to patch in – $1,950,000 • Lead: Charlotte County • Includes Charlotte, Lunenburg, Halifax, Mecklenburg, Campbell, Appomattox, and Prince Edward Counties

  17. Region 4 • Installation of a Digital Microwave System & Equipment Upgrades – $1,577,479 • Lead: Carroll County • Includes Carroll County, Grayson County, City of Galax, and Pulaski County • Tower Installation & Communication Upgrades – $2,135,000 • Leads Smyth County & Tazewell County

Region 5 • Provide Each Jurisdiction in the HR Area with 2 Tactical Audio Switches & 1 Radio Per Switch – $745,000 • Lead: Hampton • Includes Accomack, Brunswick, Gloucester, Greensville, Isle of Wight, James City, Matthews, Middlesex, Northampton, Southampton, Surry, Sussex, & York Counties as well as the Cities of Chesapeake, Emporia, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach & Williamsburg.

Region 6 • Tactical Interoperability Through P25 Equipment Installations – $1,040,000 • Lead: Henry County • Includes Henry County, Martinsville City, Patrick County & the Town of Ridgeway as well as a few North Carolina localities along the border • Regional E-911 Center & Tower – $600,000 • Lead: City of Covington • Includes the City of Covington, Alleghany County, Town of Clifton Forge and Town of Iron Gate • Regional Voice & Data Sharing Project – $64,700 • Lead: City of Danville • Includes City of Danville, Pittsylvania County, Halifax County, Town of South Boston, VSP, Caswell County North Carolina & the North Carolina State Highway Patrol

  20. Region 7 • Connection of i-nets and Creation of Data Exchange Hubs – $4,985,641 • Lead: City of Alexandria • Includes Arlington, Alexandria, Manassas, Fairfax City & County, Prince William, and Loudoun – this is part of a joint NCR project with Maryland & the District of Columbia

  21. Strategic Technology Reserve - PSIC • Funding for 3 three radio caches in the Commonwealth to complete the caches as Type 1 • Chesapeake Radio Cache –$400,000 • Fairfax Radio Cache – $400,000 • Harrisonburg Radio Cache –$700,000

  24. Cache Team Concept Review Cannot fund all state/local communications equipment needs. Regional teams supply resource above daily local needs. Multi-Year initiative as part of overall Interoperability vision. A U.S. model for statewide planned/ local-practitioner cache program. 30% overall grant funds committed to cache initiative.

  28. Cache Next Steps NEAR TERM Kick-off Montgomery, Lunenburg & Scott Teams. (Deployment Readiness by 6/30/2009). Complete Phase 1 of Fairfax, Chesapeake and Harrisonburg-Rockingham Teams. (Full Deployment Readiness by 12/31/2008) Procure Phase 2 of Fairfax, Chesapeake and Harrisonburg-Rockingham Teams. (6/30/2008). LONG TERM Strengthen type II cache portable radio counts to type I to fulfill potential needs. Foster Awareness: Capabilities and Integration into Local Emergency Preparedness Plans.
