  • Highlight backgrounds of students to show the diversity of their backgrounds and their caliber

  • Briefly describe research project as a way to illustrate some of the issues/problems being examined

  • Discuss taxonomy as a way of bounding the “un-discipline” of homeland security

Vision for NPS program

  • Enable the US to win the war on terrorism by developing future leaders for local, state, and federal organizations responsible for HS

  • Program:

    • Gain analytic skills and substantive expertise to counter terrorism

    • Bridge gaps in interagency and civil-military cooperation

    • Bring together a diverse range of students to share perspectives and lay foundation for long-term HS collaboration

Strategies for Learning

  • Students already serving on the “front lines” so can’t enroll in traditional in-residence Masters Degree

  • Rely on interactive, web-based distributed learning as an element of the curriculum

  • Simulation exercise to accomplish learning objectives

  • Long range objective: establish a COP forum to provide life-long opportunity for alumni to work together on emerging problems

Learning Outcomes

  • Prepare learners to directly and immediately contribute to the development of strategy, policy and other initiatives needed to defeat terrorism

  • Develop a cadre of leaders across the HS continuum who share substantive skills in analysis, interpretation, strategy and policy development and administration

  • Complement other more operationally oriented training programs

  • Advance the study of Homeland Security as a substantive field of research, scholarship and professional discipline that can contribute to enhancing security while preserving liberty

  • Facilitate online COP’s where leaders can share problem solving insights and strengthen interagency working relationships

NPS Program Overview

  • Program builds on expertise of NPS faculty

  • Several programs, course of study, and individual courses underway at NPS prior to 9/11 related to both Homeland Defense and Homeland Security. (CCMR Programs, Intelligence, various security courses for example)

  • NPS Homeland Defense and Homeland Security Programs sponsored by Department of Homeland Security’s Office for Domestic Preparedness (ODP) and Navy Staff post 9/11

  • Analysis of theses in winter quarter 2003 showed almost half of all theses had a homeland security component or application

MA Curriculum Objectives

  • Goal: Prepare Future Homeland Defense and Homeland Security Leaders (military and civilian) from Local, State and Federal Organizations to:

    • Develop strategies, plans and programs to prevent terrorist attacks within the United States, and reduce America’s vulnerability to terrorism

    • Develop the organizational arrangements needed to strengthen Homeland Defense and Security, including civil-military, Federal/State/Local, and interagency cooperation

    • Make sound leadership decisions on policies to address the technical/scientific challenges posed by terrorism

  • Curriculum is a specialized version (“track”) of NPS’ existing, fully accredited MA in Security Studies

    • Introduction to Homeland Security

    • Comparative Government and Homeland Security

    • Asymmetric Conflict and HD/HS

    • Critical Infrastructure: Vulnerability Analysis and Protection

    • Information Technology Management for HD/HS

    • Law Enforcement and Judicial Issues for HD/HS

    • Strategic Planning and Budgeting for HD/HS

    • Intelligence for HD/HS: Organizational and Policy Challenges

    • Civil-Military Relations for HD/HS

    • Electives (policy or analytic/technical)

    • Thesis (and research methods course)

  • Students execute DL coursework during middle of quarter

    • Scenario-based exercises reinforce/apply learning

    • Exercises conducted in a detailed, fully built-out “cyber city” (San Luis Rey)

    • Students also execute research papers for each class (focused on real-world problem for their State, City, or Federal organization)

    • Courses conclude with one week in-residence capstone (providing additional contact hours)
