Changes From 2003 FPAW • Format Changes • Strategic Issues Keynotes: Multiple Perspectives • Combined Forecasting and Product Generation • Changed “Ground-based Dissemination Display” to “Weather Information Management and Dissemination” • Changed “Cockpit-based Dissemination/Display” to “Weather Information Display, Integration, and Evaluation” • Focus: Fewer, most important issues

  3. Criteria For User Issues and Action Items • Important – A high priority user need of many members of an association • Broad-based – important to multiple associations and segments of civil aviation • High-level – An issue appropriate for senior FAA, NWS, and NASA managers • Strategic – Typically 1 year for completion

Action Item Process • Generation Process • Users write proposed Action Items during panel discussions: What-Who-When • Submit to Executive Committee: • Segment 1 – 3 items at end of Segment 3 • Segment 4 – 5 items at end of Segment 5 • Develop Action Items in Segment 6; with Conclusions / Recommendations • Review Process: in each Segment

Over-Arching User Issues • Continue Process Improvement: AWTT • User-Driven requirements, participation • Systems Approach to products development: Users – What; Developers – How • Development of “suites” of products for each type of user and weather phenomena. • Enhance participation: Go to users, meet jointly dispatch, met, ops, pilots, to get full involvement in road maps, ConUses • Parallel steps to provide access to minimize time delay for user benefits

Overarching User Issues, 2 • Regulatory compliance / enforcement aspects of new product use clarified • Process & effort for unrestricted pilot use • PIREPs for new product evaluation, forecast confirmation, warnings • New Product Access: QICP for ADDS; graphics for FSS. • Changes in user needs because of airlines financial stress: Cost of Use Issues.

  9. Overarching Issue Action Items • FPAW segment on graphics use, procedures, guidance: Done. • Include product use procedures, guidance, training factors in setting research requirements. • Plan for core of weather training on new graphics for all users.
