HE IS THE ADMINISTRATIVE HEAD OF THE AGPR, MAG, PROVINCIAL AG’S, CAO’S OF DEPARTMENTALIZED ACCOUNTS, ANY OTHER DEPARTMENTALIZED ACCOUNTING ORGANISATIONS WITH FULL AUTHORITY OF TRANSFER & POSTING WITHIN HIS ORGANISATION

  4. CGA SUPERVISES THE ACCOUNTING FUNCTION OF THE FEDERATION, THE PROVINCES, & DISTT. GOVTS. IN SUCH FORMS, METHODS, & PRINCIPLES AS PRESCRIBED BY THE AUDITOR GENERAL • AGPR’S ROLE IS TO MAINTAIN FEDERAL ACCOUNTS • CONSOLIDATE ALL PROVINCIAL DEPARTMENTALISED ACCOUNTS • AUDIT CLAIMS PRIOR TO PAYMENT

  5. TRAVELLING A LONG WAY • 1961 Shifted from Karachi to Jauharabad • 1968 shifted to Rawalpindi with camp office at Jauharabad • 1972 shifted to Islamabad, camp office Rawalpindi • 1984 present site • 1977 began construction of colony for employees, 250 flats completed out of 500

  9. A GLIMPSE AT WORKLOAD • Total no. of FG employees 284,549 • Total no. of FG pensioners 206,761 • Bills received in AGPR, Ibd. 213,399 • Monthly payroll, Ibd.(apprx) 54,000 (UP FROM 23,000 IN 1983!) • Avg. vouchers punched (month) 17,000

COMPUTERIZATION • Computerization of payroll first started in 1969 • Initiated through a presidential order through the then modernization and mechanization wing of the Cabinet Division • Work under taken through UBL at Rawalpindi • Accounts computerized in 1983. The work was transferred from UBL to Pakistan Computer Bureau located in Islamabad • In-house processing was started in 1995, system called ‘legacy’ • Processing through PIFRA/SAP started in 2004, concurrently with legacy for initial few months
