    1. Champaign Community Unit School District #4 On Track to Meet Consent Decree Goals by 2009 October 19, 2006 Hearing

The District Laid a Strong Foundation Consent Decree Controlled Choice Memorandum and Education Equity Implementation Plan Strategic Plan Theories of Action Process for Continuous Improvement To meet CD requirements, first need to lay foundation All begins with the CD. Administrators required to read it. Teachers trained on it. New teacher orientation includes CD component. CD adopts EEIP, numerous procedural steps to attain goals and objectives of CD. Controlled Choice Memorandum outlines obligations for controlled choice With these as the blueprint, the District laid the foundation Developed a strategic plan, copy provided to court with report, which sets forth the District’s theories of action and incorporates strategies to meet the District’s obligations under the CD. To meet CD requirements, first need to lay foundation All begins with the CD. Administrators required to read it. Teachers trained on it. New teacher orientation includes CD component. Ongoing Collaboration with Plaintiffs Joint calls every two weeks between the Superintendent, Deputy Superintendent and Plaintiffs’ counsel Joint calls every two weeks between the Deputy Superintendent, Director of Equity, and all counsel Monthly Planning and Implementation Committee (PIC) meetings Day-long retreat sessions of the PIC Regular meetings of the Level III Task Force and Special Education Task Force, including District and Plaintiff representatives and counsel Plaintiff representation on other District task forces or committees (e.g., Attendance, Minority Teacher Retention, Alternative Education, Discipline, Curriculum and Grading/Retention) Informal discussions between Plaintiffs and District administrators Updates and information posted to the District’s website Regular sharing of Board of Education agenda packets and minutes “Quarterly Meetings” with the Monitoring Team and Plaintiffs’ counsel Submission of “Quarterly Reports” to the Monitoring Team and Plaintiffs Monthly discussions of Consent Decree matters at Board of Education meetings

Campus Level Accountability Campus Principals and Administrators Held accountable through annual evaluations Direct supervision by a Central Office administrator Principals’ Meeting every 2 weeks with Superintendent, Deputy Superintendent and other Central Office Administrators Weekly Student Services Meetings at Middle and High Schools Modify and enforce school improvement plans Monitor and implement campus-specific programs Accountable for hiring diverse teaching staff that embrace equity Monitor and evaluate teachers Hold all teachers and staff accountable to Consent Decree principles Classroom Teachers and Staff Participate in Professional Development on equity matters Directly observed by Principal in classrooms Required to analyze data and adjust instruction accordingly Required to review disaggregated data with Principal Implement initiatives: tutoring, AVID, PEP plans, reteaching/retesting Held accountable in annual evaluations
