  1. COUNTRY REPORT OF PAKISTAN PREPARED BY: - SAEED AHMED PARTICIPANT.

  2. CHANGE IN ECONOMIC • Basically Pakistan is an agricultural country, but the decade of 60 witnessed the Industrialization through out country. • Now the good Governance has improved in Pakistan as a result of the structural reforms undertaken by government. Although poverty still remains high in Pakistan, it is hoped that the present reforms will help to reduce the poverty level. • The average annual growth rate of GDP was in 2001 at 2.20 percent. • Now the gross National Income of the country has reached 90.7 billions in the year 2005. • The average annual growth rate of GDP for the country is estimated at 6.5 percent for the period of 2005-2009. • The above situation shown that the economy of Pakistan is upwards.

  3. INDUSTRIAL AND LABOUR POLICIES INDUSTRY. In the new Ordinance only organized economic activity of producing goods or services for sale has been treated as an Industry. LABOUR POLICIES. The Industrial Relations Ordinance 1969, was recently review and replaced with IRO 2002 which was imposed by the Government, without consultation of Union representative, on 26th October,2002. The Government of Pakistan has ratified ILO conventions 87 and 98 on right of association and collective bargaining. Objective. The objective of the Ordinance remains the same, namely, amending and consolidating the laws relating to formulation of trade Unions, regulation of relations between workers and employers, and avoidance and settlement of disputes between them.

  4. INDUSTRIAL AND LABOUR POLICIES • THE WEAK ASPECTS OF IRO 2002. (i) The IRO,2002, in addition to Police and the Armed Forces, excludes all persons employed. (ii) Excluded, Pakistan Security printing Corporation. (iii) Watch & Ward, Security and fire services. (iv) Staff of Oil Refinery, LPG. & PIA. (v) Restrictions on the right to Strike. • THE POSITIVE ASPECTS OF IRO 2002. (i) It has removed some ambiguities present in the old legislation. (ii) The scope has been extended to include many categories of workers in the establishments. (iii) The term of collective bargaining agent has been extended from two to three years to allow more time to elected CBAs to function.

IMPACT OF GLOBALISATION ON LABOUR AND TRADE UNION As a result of International globalization policies which has deeply effected on the domestic products of Pakistan, as after the implementation of agreement of GAT and especially in Textile and other industries the subsidy granted to Pakistan, lapsed and the domestic products also effected very badly, therefore the country will rely only trading, therefore it is the voice of time that productivity and efficiency should be increased so that the products of Pakistan have good value in international Markets for this purpose workers, employers as well as Government has to work hard to face the challenges. The negative effect will be decrease of employees’ number trade unions movement became weaker than ever before especially in the textile sectors. Economic integration and increasing competition.

  6. TRADE UNIONS IN PAKISTAN. There are three following National Centers in Pakistan. • All Pakistan Federation of Trade Union, (APFTU). • All Pakistan Federation of Labour (APFOL). • Pakistan National Federation of Trade union (PNFTU). After a long struggle they all merged in one platform called “PAKISTAN WORKERS FEDERATION” ( PWF ) which determined to work together for promoting and protecting their rights and establishment a powerful and effective national organization consisting of free and democratic trade unions, Where independence of any external domination and pledged to the task of promoting the interests of working people throughout Pakistan and enhancing the dignity of Labour. Recently, two International Federation namely, (ICFTU) and (WCL) and create new Federation (ITUC) International Trade Union Confederation.

  7. TRADE UNIONSEDUCATION IN PAKISTAN. EDUCATION. The education and training are key elements to change, growth, progress and development. Education enhances the quality of human capital and empowers people and affords opportunities for them to participate in life from a better position. Labour Federation of the country, APFOL, now (PWF) is committed to the cause of workers and regards education as one of the most important tools that will help in contributing to bring about change in Society in general and the trade union movement in particular. The PWF, introducing and adopting module based training system. Through this system they developed a core of trainers throughout the country. Following are some major topics on which manuals have been prepared. 1- OCCUPATIONAL SAFETY AND HEALTH. 2- COLLECTIVE BARGAINING. 3. BASIC TRADE UNIONISM. 4. LABOUR LAWS. And also “PILLAR” Pakistan institute of Labour education and research, to provide the training of workers/Unions Leader in Pakistan.

  8. INFORMATION TECHNOLOGY • The Pakistan Workers Federation has launched the Web site recently, and also correspondence with other Unions Nationally and Internationally through Internet. • The IT education especially networking awareness is needed to the Labour movement in the country. It is necessary to include IT (networking programs) in module training course by the (PWF) to promote the efficiency in working class. • There are Six branches of Bukhtiar Memorial Computer Training Center are functioning in the country under supervision of PAKISTAN WORKERS FEDERATION, to provide computer educate to the Children's of the Workers.
