  1. Accountability Policy Update(Schools) Changes to Bulletin 111 From Sept 2003 – June 2004 Louisiana Department of Education

Change in SI Requirements • Schools identified as SI 1 will no longer be required to have a District Assistance Team (DAT) • SI 1 Schools with a Growth SPS of less than 80.0 should receive help from the district to do their needs assessments and data analyses Bulletin 111, Sections 1501 and 1701

  3. Change in SI Requirements • Schools in SI 1 are still required to do a new/revised School Improvement Plan (SIP), but should submit these to the District rather than the LDE • The District will be required to send assurances to the LDE that the SI 1 school’s SIP passes the state rubric Bulletin 111, Sections 1501 and 1701

  4. Change in SI Requirements • Schools identified as SI 2, SI 3, SI 4, SI 5, or SI 6 will still be required to have full DAT assigned and submit new/revised SIP to the LDE within 90 days after being identified Bulletin 111, Sections 1501 and 1701

Subgroup Component Failure for 2 Consecutive Years • To be placed in SI 2 for failure of the Subgroup Component, a school must fail the Subgroup Component Analysis in the same subject (ELA, Math, or the All Student Additional Academic Indicator) for two consecutive years Bulletin 111, Section 709

Subgroup Component Failure for 2 Consecutive Years • Example • School failed for Poverty Math last year and Students With Disability (SWD) Math in the current year • The School is identified as failing the Subgroup Component 2 consecutive years in the same subject (Math) and is placed in SI 2 Bulletin 111, Section 709

  7. Participation Rates for the Subgroup Component • Participation rate for each subgroup is evaluated separately for ELA and Math Bulletin 111, Section 701

  8. Participation Rates for the Subgroup Component Example – For the Poverty subgroup in a school, the Participation Rate for ELA is 90% and the Participation Rate for Math is 98% • Poverty ELA subgroup would fail Participation check (less than 95%), but the Poverty Math subgroup passes the Participation check (95% or above) Bulletin 111, Section 701

Participation Rates for the Subgroup Component • A subgroup passes the Participation Rate evaluation if any of the following are true: • Participation rate this year is 95% • The average participation rate for this year and last year is 95% • The average participation rate for this year and the previous two years is 95% Bulletin 111, Section 701

  10. Participation Rates for the Subgroup Component • Non-participants who missed the test due to major illness or death of family member(s) are considered excused and will not count in any of the Subgroup Component analyses Bulletin 111, Sections 703 and 4101

LEP Subgroup (Subgroup Component Evaluation) • LEP students must be enrolled in an English-speaking school for one full year before they are considered eligible to be considered as part of any Subgroup Percent Proficient evaluations • These students do count as participants in testing Bulletin 111, Section 703

LEP Subgroup (Subgroup Component Evaluation) • Beginning in 2005, former LEP students’ test results will be included in the LEP subgroup Percent Proficient calculations for up to two years after they are no longer officially classified as LEP • Will not count toward the minimum n (number) for the LEP subgroup and will not be included in the SPS Growth Target adjustments Bulletin 111, Section 703

Alternate Assessment • Alternate Assessment scores are included in the Baseline SPS, Growth SPS, and Subgroup Component calculations • These students’ raw scores on the state skills in the four subject areas are converted to CRT or NRT indexes by following the procedure outlined in Bulletin 111, Section 3905 Bulletin 111, Section 3905

  14. Pair / Share Relationships • The LDE will break Pair / Share Relationships when a school acquires a sufficient number of testing units to be considered a stand-alone school Bulletin 111, Section 521

Appeals / Waivers • Can only be requested through the LEA’s Superintendent • Must be submitted to the LDE within 30 days after school performance score release • Must include evidence (documentation / supporting data) that shows why the scores and/or classifications (rewards, labels, or SI status) from the LDE are incorrect Bulletin 111, Sections 3105 and 3107

  16. Appeals Change • Appeals can only be made concerning the current year’s test data and previous year’s attendance and dropout data Bulletin 111, Section 3103

  17. Appeals Change • The Data Correction Period that was in policy for August of 2003 has been deleted from Bulletin 111 • Any data found to be incorrect after the Data Management Clean-up windows have closed must be addressed in the Appeals process Bulletin 111, Section 3101

SPS Growth • SPS Growth for 2004 results and beyond will be based on the difference between the Baseline SPS (two previous years of data) and the Growth SPS (current year’s data) • Example 2003 Baseline SPS (2002 and 2003 data) – 2004 Growth SPS (2004 data) 2004 SPS Growth Bulletin 111, Section 301

  19. Subgroup Performance Scores (GPS) • Baseline GPS – previous two years of data • Growth GPS – current year’s data • Exemplary Academic Growth Label depends upon subgroup growth from the 2003 Baseline GPS to the 2004 Growth GPS Bulletin 111, Section 514

  21. Academically Unacceptable “Bar” Change for 2005 • Beginning with the 2005 Accountability results, a school with a Baseline SPS of below 60.0 will be labeled “Academically Unacceptable,” and the “Academic Warning” Performance Label will be eliminated Bulletin 111, Section 1101

  22. Percent Proficient Annual Measurable Objectives (AMO) • For the 2005 Accountability results, the Percent Proficient (AMO) for ELA and Math will increase • ELA will increase from 36.9% to 47.4% • Math will increase from 30.1% to 41.8% Bulletin 111, Section 705

  23. Option I Schools • Data for Out-of-State students attending LA Option I schools shall not be included in Accountability Calculations Bulletin 111, Section 3503

  24. Voided Scores • If a school has voided scores, the recalculated score will be used to • Place the school in the appropriate SI level • Adjust Performance and Growth labels • Adjust Growth Targets • Adjust/revoke rewards allocations Bulletin 111, Section 1503
