  1. 2009 Sales Tax ExtensionProject Status Update

Background • Sales Tax was extended via August 26, 2008 referendum. • Sales Tax was extended for an additional six (6) years, beginning January 2009, through December 2014. • Proceeds from Sales Tax are received from the State quarterly. Receipt of funds will begin March 2009. • Estimated revenue to Charlotte County is $108 million.

  3. Financial Issues • Revenue projections still keep collections at $108 Million – over 6 year period. • “Pay as you go strategy” – traditionally works well with road projects. • If cash flow issues arise, we can first look to borrow internally or if necessary utilize short term external borrowing.

Edgewater Drive – Phase IIOverview • Estimated total project costs = $28.9 million. • $20 million allocated via 2009 Sales Tax Extension. • Remaining funding via Transportation Impact Fees and Gas Tax. • Widen existing 2-lane roadway to a 4-lane divided roadway between Harbor Boulevard and Midway Boulevard. • Project length is approximately 2 miles. • Replace Sunrise Waterway bridge. • Replace East Spring Lake bridge. • Replace West Spring Lake bridge. • Modify geometrics and signalization at Harbor Boulevard intersection. • Widen and signalize Midway Boulevard intersection. (Signalization subject to meeting Florida Department of Transportation warrants).

Midway BoulevardOverview • Estimated total project cost = $51.5 million. • $30 million allocated via 2009 Sales Tax Extension. • Remaining funding via Transportation Impact Fees and Gas Tax. • Widen existing 2-lane roadway to a 4-lane divided roadway between Elkcam Boulevard and Kings Highway. • Replace and upgrade existing water control structures (weir and box culvert) at the Elkcam Waterway, Yale Waterway, Fordham Waterway and Niagara Waterway. • Directional bore twin 84” pipes under US 41 in the Elkcam Waterway. • Directional bore twin 84” pipes under US 41 in the Fordham Waterway. • Replace/upsize existing weir structure in the Elkcam Waterway north of the US 41 Access Road. • Replace/upsize existing weir structure in the Fordham Waterway north of the US 41 Access Road. • Project is in 3 phases.

Midway Boulevard – Phase IProject Schedule • Road widening from Elkcam Boulevard to Harbor Boulevard. • Replace/upsize water control structures at the Elkcam Waterway, Yale Waterway, Fordham Waterway and Niagara Waterway. • Improvements to the Harbor Boulevard intersection. • The water control structures have already been designed and permitted. • Roadway plans are approximately 90% complete. • Public Works is processing a design contract change order for signalization design at the Harbor Boulevard intersection. • Charlotte County Utilities is processing a design contract change order for utility relocates. • Phase I remains on track for a construction start by mid to late 2009. • Estimated construction duration 18 months. • Roadway plans have been submitted to SWFWMD for permitting.

Midway Boulevard – Phase IIProject Schedule • Design, permit and construct US 41 pipe crossings at the Fordham Waterway, Niagara Waterway and Pompano Waterway. • Design, permit and construct (replace/upsize) existing weir structure in the Fordham Waterway north of the north US 41 Access Road. • Design, permit and construct (replace/upsize) existing weir structure in the Elkcam Waterway north of the north US 41 Access Road. • Design and permitting efforts for all components of Phase II are underway. • Permitting by Florida Department of Transportation and Southwest Florida Water Management District is required. • Construction permit application for the US 41 pipe crossings has been submitted to the Florida Department of Transportation. • A conceptual SWFWMD permit application has been submitted.

Midway Boulevard – Phase IIIProject Schedule • Complete widening of Midway Boulevard from Harbor Boulevard to Kings Highway. • Phase II will have to be substantially complete before Phase III can begin. • Construction plans are more than 30% complete. • Due to the dependence on completion of Phase II and the complexity of Phase II, Phase III construction may not start until mid 2010 or later. • A design change order will be forth-coming to complete the roadway design per roadway elevations as approved by SWFWMD during Phase II permitting.

  23. Burnt Store – Phase IIIProject Schedule • Initiate engineering design and permitting FY10. • Initiate right-of-way acquisition FY11. • Construction start FY13. • Construction duration 2 years.

  24. Sidewalks • FY09 Sales Tax allocation is $10 million. • Estimated FY09 proceeds $2,160,000. • Design and construction will be balanced to start construction in FY09. • Projects will be distributed among West County, Mid-County and South County.
