清水高美溼地. 副標題. 高美溼地的介紹. 濕地是指陸地與水域間全年或間歇地被水淹沒的土地，其定義及分類方式繁多，濕地長久以來被視為不重要且沒有實用價值的地區，國內相關法規中迄今對於濕地仍未有明確的定義 。 根據國際拉姆薩公約 ( Ramsar Conventon,1971) ，濕地廣泛的定義，是指「不論天然或人為、永久或暫時、淡水或鹹水、由泥沼、泥澤、泥煤地或水域所構成之地區。包括低潮時水深六公尺以內之海域。」顯然地此一定義包括甚廣，包括了「內陸濕地」及「沿海濕地」。.
