  2. INTERBASIN TRANSFER UPDATES • Greenville Utilities Commission • Brunswick County • Kerr Lake Regional Water System

Greenville Utilities Commission • In May, ‘09 the WAC and EMC approved DWR’s recommendation to schedule a public hearing on the GUC’s IBT Petition. • The Hearing Officers will be Kevin Martin and Stan Crowe. • The hearing will be held in Winterville, November 5, 2009, 7:00 p.m., at Pitt Community College.

  4. Notice Requirements • .22I Requirements: • NC Register • Newspapers in source basin downstream • First class mail to the following in source basin: • Registered water withdrawals, transfers or IBT certificates • County commissioners • NPDES permit holders downstream • PWSSs withdrawing water downstream

  5. Additional Notice Plans • Extend newspaper notice to Greene County • Email notification in the source basin to: • NPDES permit holders upstream of the withdrawal • PWSSs withdrawing water upstream • Email notification in the receiving basins to: • Boards of County Commissioners

  6. Greenville Utilities CommissionPublic Notice Area Counties highlighted in YELLOW will receive extended public notice including announcements in local newspapers. Note that 22.I does not require that Greene County receive notice. Counties highlighted in LIGHT YELLOW will receive some type of limited notice (first class mail and/or emails to county commissioners and permit holders).

Brunswick County • Public scoping meetings held April 16 – 28, 2009 in the source and receiving basins. • Review meeting held between the County, consultants, and DWR to review scoping comments and the EIS scope. • Review meeting held between the County, DWQ, and DWR to discuss water quality modeling effort. • Expected timeframe for draft EIS: early 2010

Kerr Lake Regional Water System • Public scoping meetings held between April 1 – 8, 2009 in the source and receiving basins. • Review meeting held between the applicant’s consultants and DWR to review scoping comments received and the EIS scope. • Hydrologic modeling meeting held with between applicant’s consultants and DWR staff. • Expected timeframe for draft EIS: early 2010.
