  1. Illinois Food Scrap Composting Revitalization & Advancement Program (FSCRAP)

  2. FSCRAP PROGRAM • The Food Scrap Composting Grant is designed to assist entities with the acquisition of equipment or to help pay for project necessary site improvements. Collection or processing projects must increase the volume of food scrap material being composted in Illinois. The program is also structured to help pay for equipment related to the marketing of finished compost.

  3. FSCRAP PROGRAM Eligible applicants include: local governments, private businesses, not-for-profit organizations and colleges and universities. Eligible methods and systemsinclude: • Larger scale vermi-composting • In-vessel composting • Windrow composting

  4. FSCRAP PROGRAM • DCEO may award grants up to $250,000 for any one project. • Applicants must provide a minimum cash match of 10% of the total project cost. No in-kind matches are allowed. • Grants are usually structured to be paid on a 90%/10% basis.

FSCRAP PROGRAM • Eligible expenditures include: • Collection containers / vehicles • Food scrap pulpers; digesters • In-vessel composting equipment • Windrow development and turning equipment • Tub grinders and screening equipment • Finished compost packaging equipment • Project necessary site improvements, including permanent moisture control structures

  10. FSCRAP PROGRAM • Ineligible expenditures include: • Purchase/rental of real property • Personnel expenses • Travel expenses • Normal operating/administrative expenses • Feasibility studies or other planning and/or permitting efforts

FSCRAP PROGRAM • Projects must increase the composting of organic material, of which food scrap feedstock generated and collected in Illinois is the majority component (i.e., at least 51%) • Applicants must certify that the project will comply with all applicable state, federal and local environmental and zoning laws, ordinances and regulations

  12. FSCRAP PROGRAM • Projects must result in finished compost being created. No “wash it down the drain” projects. • The program will not consider funding any equipment related to Waste-to-Energy aspects of a project. • “Backyard” Composting Projects are ineligible. • Applicants must fully discuss the status of any necessary permits.

FSCRAP PROGRAM • Does your project require an Illinois EPA permit? • If there is any doubt, please check with the Illinois EPA. • Must I have applied for, or must IEPA issue the permit before I can apply? • NO. However, applicants must explain their plan for receiving required permits. Also, DCEO reserves the right to make funding conditional upon a permit being issued.

  14. FSCRAP PROGRAM – FY2010 • The first year was a slow but promising start for this program . We received around 10 applications requesting a total of more than $1 Million. • There was obviously more interest and applications than money available. Based on the quality of the applications and the amount of funding available DCEO only selected three projects for funding.

FSCRAP PROGRAM – FY2010 • Each selected project requested around $125,000 each for a total of nearly $375,000. • While the first grant cycle only awarded three grants, I believe we supported projects that are likely to serve as models for future food-scrap collection and processing endeavors in Illinois.

  16. FSCRAP PROGRAM – FY2010 • The 1st project was awarded to LHF Compost, Inc. in Peoria, IL. Grant funds were used to develop a concrete composting pad and liquid containment area. This grantee was previously permitted to compost food scrap and will expand those efforts by processing material generated from stores from a large national retailer. Grantee has hired two new employees as a result of this grant.

  17. FSCRAP PROGRAM – FY2010 • The second grants will support the development of food scrap composting collection services in the Bloomington and Normal, Illinois community. • Midwest Fiber will use grant funds to purchase a truck to collect food scraps from area commercial businesses and institutional organizations. The truck will be dedicated to this task .

  18. FSCRAP PROGRAM – FY2010 • Food scraps collected by Midwest Fiber will be taken to a compost facility operated by Illinois State University, our final grantee. ISU is using grant funds to expand their food scrap compost processing capabilities, including construction of a concrete pad. It is also notable that like the facility we funded in Peoria, the University facility was also previously permitted to accept food scrap for composting.

  19. FSCRAP PROGRAM – FY2011 • DCEO opened an Fiscal Year 2011 F-SCRAP grant cycle late last week; however, there are be some program adjustments. • The bigger changes focus on how applications will be accept and reviewed. Minor changes include a new physical location to hand deliver applications (DCEO has recently moved) and a more extensive application coversheet that needs to be completed and submitted.

FSCRAP PROGRAM – FY2011 • In order to shift to a more competitive process, a definitive no-later-than application due date has been established. • Copies of the Request-for-Application can be downloaded from our Web site at: www.illinoisrecycles.com • All applications submitted prior to the due date will be reviewed as a group. The deadline is April 15, 2011.

  21. FSCRAP PROGRAM – FY2011 • How Much Money is Available? Funding for all our programs has been dramatically reduced this year. The good news is that we have opened another grant cycle. This grant cycle is expected to be very competitive. • While we have increased the maximum grant award, please only ask for what is needed.

  22. FSCRAP PROGRAM – FY2011 • Can DCEO answer questions about the grant RFA? YES, but please read the RFA before you contact me. • Can DCEO review a draft application? I will provide verbal consultations concerning specific projects; however, I will not be able to perform comprehensive draft reviews.
