  1. PROPONENT’S “TO DO” LIST BCF-CC/CEAA PROCESS Project subject to the Canadian Environmental Assessment Act BCF-CC Secretariat determines if Project is Excluded Yes? Exclusion Letter provided Excluded projects: • Must comply with all municipal, provincial and federal legislation. • Report any changes to project to BCF-CC Secretariat. Government Referral Process No? Conduct Environmental Assessment (EA) Include Project Description (PD) • BCF-CC EA Officer will compile ESR & ESD. Comments will include requirements and specialist advice from the FAs. Environmental Screening Report (ESR) & Environmental Screening Decision (ESD) Drafted • Send the completed EA (including a detailed Project Description) to the BCF-CC Joint Secretariat. • Government referral process will take at least 20 business days. • Proponent must abide by comments made in ESR; particular attention must be given to Section 4.0 (Mitigation) and Section 6.0 (Monitoring & Follow-up). • Proponent may only NOW start construction upon receiving ESR. Follow-up & Monitoring • BCF-CC EA Officer will verify that all required mitigation measures and monitoring & follow-up procedures were completed. Project Completed • Complete & submit Final Environmental Report to BCF-CC JointSecretariat. Submit Final Environment Report (FER) HELPFUL HINTS FROM BCF-CC EA OFFICER • Review BCF-CC website. • Confirm EA Requirements with BCF-CC EA Officer. • Hire Environmental Consultant to perform an Environmental Assessment (EA). • DO NOT START CONSTRUCTION. • Website is a great reference tool and information guide for the Proponent to use. • Hired consultant’s role is to provide an acceptable EA for your project. CONSULTANTS NEED TO BE FAMILIAR WITH THE CEAA PROCESS. • The BCF-CC EA Officer will guide you through the EA process and act as a liaison between you and the other Federal Authorities (FAs). Non-excluded projects: • Prepare for Site Visit by BCF-CC personnel if necessary. • BCF-CC EA Officer is responsible for reviewing EA and sending it out for referral to various FAs that may require further clarification or can provide specialist information on the Project. • Be advised, FAs may require supplementary information, modifications to project design or alterations to mitigation measures. • BCF-CC EA Officer will provide a summary letter of all comments/questions for the Proponent’s review; these comments must be included in final project design. Final ESR & ESD signed Construction Begins
