  6. Route evaluation process Following Fine-level Screening, the No-Build and Route 4-A alternatives are proposed to be carried forward in the Tier 1 Service Level EIS. Route 4-A will be carried forward because, compared to other route alternatives, it: Best meets project purpose and need. Has nearly the lowest construction complexity and lowest construction costs. Has modest grade crossing complexity. Does not require a new bridge over the Mississippi River. Is the shortest route alternative. Has close to the shortest travel time. Serves the largest population. Has a direct connection to Union Station in downtown Chicago. Has no unreasonable environmental resource issues.
