  4. Emphasis on Education and Training • A large sum of Malaysian budget has consistently been for education and training (about 21%) MINISTRY OF EDUCATION MALAYSIA (MOE) Accountable to provide the country with quality and competitive human capital

Entrepreneurship in Education • Nurture entrepreneurial Academics and Researchers • Increase the number of Graduate Entrepreneurs • Produce graduates with entrepreneurial mindset and capabilities • To strengthen the implementation of EE in Malaysian Higher Education • To ensure the success of Entrepreneurship Development Policy for IHLs ENTREPRENEURSHIP DEVELOPMENT POLICY FOR INSTITUTIONS OF HIGHER LEARNING Launch : 13 April 2010 To promote and strengthen entrepreneurship development in a more organized and holistic manner among local institutions of Higher Learning (IHL) 3 MAIN OBJECTIVES STRATEGIC PLAN ON ENTREPRENEURSHIP DEVELOPMENT IN HIGHER EDUCATION Launch : 21 April 2013 OBJECTIVES

Positive Outcomes of The Policy • Structured Entrepreneurial Empowerment Programme • Entrepreneurship InculturationProgramme • Ministry of Education Entrepreneurial Awards (MEA) • Social Entrepreneurship Programme MAIN INITIATIVES • Small Medium Enterprise Development Academy (SMEDA) • Credited Co-Curriculum Activities • Strategic Collaboration with industry and entrepreneurs • Development of ‘Fully Integrated Student Entrepreneurial Mapping and Entrepreneurial Knowledge Management System’ • Training of Trainers Programme

Issues & Challenges • Slow adoption and diffusion of EE in some IHLs • Competency of academics • Inhibitive policies & regulations • Lack of • concise guides for teachingand embedding of entrepreneurship across curriculum • Lack of strategic collaboration between academia-industry • Entrepreneurship has yet to be consideredas career of choice

Conclusion Malaysia believes that entrepreneurship and innovation are the catalysts of growth Provision of supportive ecosystem is a crucial factor Not everyone needs to become an entrepreneur, but all members of society need to be more entrepreneurial! EE has become a policy and critical agenda in Malaysian higher education
