Overview • Issues: • AI 1.2 Res 746 resolves 1: Extension of Meteorological- Satellite Allocation near 18 GHz • AI 1.3: Extension of allocations to Radiolocation and Earth Exploration-Satellite services near 9.5 GHz • AI 1.5: Additional spectrum for Aeronautical Mobile Telemetry near 5 GHz • AI 1.6: Res 414: Additional allocations for the aeronautical mobile (R) service between 108 MHz and 6 GHz • AI 1.18: PFD limits in the band 17.7-19.7 GHz for satellite systems using highly inclined orbits

AI 1.2: MetSat Extension – 18 GHz • USA proposal – Expand the current 18.1-18.3 GHz geostationary MetSat service (space-to-Earth) allocation to include 18.0-18.1 GHz; protect the BSS feeder-link earth stations in Regions 1 and 3 • Avoids high-density applications in the FSS in Region 2 in the band 18.3‑19.3 GHz • CITEL and Mexico proposals support the USA proposal • Proposals for expanding the allocation upward from 18.3 to 18.4 GHz • APT • Arab States • CEPT • RCC

AI 1.3 Extension near 9 GHz – RL & EESS • USA proposals • Upgrade RLS allocation from secondary to primary in 9000-9200 MHz and 9300-9500 MHz to meet requirement for increased image resolution and range accuracy; continue to protect RNS and meteorological radars from stations of the RLS. • Expand existing 9500-9800 MHz EESS and SRS allocations downward to include 9300-9500 GHz for systems that cannot be accommodated within the 9500-9800 MHz band and that require bandwidths larger than 300 MHz; continue to protect the RLS and RNS services with the extended science allocations.

AI 1.3 (cont.) • CITEL proposals – Support USA proposals • Proposals similar to USA proposals • APT • CEPT • RCC • Russian Federation • Other administrations • Kenya, Uganda and Tanzania support upgrade of RLS allocations; but extend EESS and SRS allocation upward to include 9800-10000 MHz vice 9300 - 9500 MHz

AI 1.5 Additional AMT spectrum near 5 GHz • USA proposal – identification of 4400-4940 MHz, 5091-5150 MHz and 5925-6700 MHz for implementation of aeronautical mobile telemetry applications for flight testing; sharing conditions specified in Resolutions [AMT4-6 GHz] and [AMT-5 GHz] • CITEL and Mexico proposals – Support USA proposal

AI 1.5 (cont.) • Other Proposals • APT – NOC to 4400-4940 MHz, 5030-5091 MHz, 5150-5250 MHz and 5925-6700 MHz; 5091-5150 MHz identified for AMT with sharing conditions specified in a Resolution • ATU proposal - 5091-5150 MHz identified for AMT with sharing conditions specified in a Resolution • CEPT proposal - 5091-5250 MHz identified for AMT with sharing conditions specified in a Resolution • RCC proposal – NOC to 4400‑4940 MHz and 5925-6700 MHz;5091-5250 MHz identified for AMT

AI 1.6 Res 414: Additional allocations for the AM(R)S between 108 MHz and 6 GHz • USA proposals – identifies 960-1024 MHz and 5091-5150 MHz to support AM(R)S applications; compatibility with existing ARNS systems to be addressed in standards development per Resolutions [AM(R)S 960] and [AMRS-FSS]; NOC to Resolution 413 • CITEL proposals – similar to USA proposal but also identifies 5000-5010 MHz and 5010- 5030 MHz • Other administrations • Mexico similar to CITEL proposal • Kenya, Uganda and Tanzania support new allocation in the band 5091-5150 MHz

AI 1.6 Res 414 (cont.) • Other Proposals • APT proposals – identifies the bands 108-117.975 MHz, 960-1164 MHz and 5091-5150 MHz subject to standards development; NOC to 5000‑5010 MHz, 5010-5030 MHz and 5030-5091 MHz • CEPT proposal – identifies the bands 108-117.975 MHz, 960-1164 MHz and 5091-5150 MHz subject to standards development • RCC proposal – identifies the bands 112-117.975 MHz, 960-1164 MHz and 5091-5150 MHz subject to standards development; NOC to 5000-5030 MHz and 5030-5091 MHz

AI 1.18: PFD limits in the band17.7-19.7 GHz for satellite systems using highly inclined orbits • US proposal – NOC to current pfd limits in Table 21-4 of Article 21 • CITEL proposal – supports USA • Other administrations • Mexico – NOC to current pfd limits, but proposes the implementation of the satellite antenna characteristics and additional FSS operational requirements to protect the FS • Kenya, Uganda and Tanzania support a more stringent pfd mask • Other proposals for a more stringent pfd mask • APT • Arab States • CEPT • RCC
