The Land Use and Building Act • The most important legislation controlling land use, spatial planning and construction in Finland is contained in the Land Use and Building Act, which came into force in 2000. • The Land Use and Building Act aims: • to organise land use and building to create the basis for high quality living environments, • to promote ecologically, economically, socially and culturally sustainable developments, • to ensure that everyone has the chance to participate in open planning processes, • to guarantee the quality of openly publicised planning decisions and participatory processes, and to ensure that a wide range of planning expertise is available.

  3. Goals of land use planning The aim of land use planning is to create preconditions for a favorable living environment and promote ecologically, economically, socially and culturally sustainable development.

Responsibilities of the Regional Councils in Traffic System Planning Work Act on Regional Development • Issued in Helsinki 29 December 2009: Section 10: 6)are responsible for coordinating foresight concerning regional long- and medium-term educational needs and preparing regional educational objectives as part of the development planning of education and research, are responsible for launching the planning process concerning transport system plans, excluding the Helsinki region transport system plan, and concerning regional extensive plans regarding natural resources and the environment, managing the related cooperation and coordinating said planning with the planning of the region

The Regional Traffic System Planning 1.1.2010 - The Regional Councils: • The Land Use and Building Act is the mostimportant instrument to outline the trafficinfrastructure in the future: • Regional Land Use Plan • The Act on Regional Development:’ • Regional Traffic System Plan => • Letter of Intent • The use of regional developmentresources State Regional Administration Offices for Employment, Business Development and Traffic and Environment: • Road and trafficplanning • Road maintenance • Organising of means of masstransportation • Otherduties • Annualgoals for their work set up by the Ministry of Employment and the Economy, the Ministry of Traffic and Communications, and the Finnish Transport Agency.

Development overview of the regional structure and traffic system (ALLI) • The process of identifying the starting points for the work began in 2012 as a cooperative effort between the Ministry of the Environment, the Ministry of Employment and the Economy, the Ministry of Traffic and Communications, and the Finnish Transport Agency. • As of the beginning of 2013, the preparation for the overview will continue in the form of collaboration between the ministries, regional councils, Centres for Economic Development, Traffic and the Environment, the Finnish Traffic Agency and other core operators. • The basis of the development overview is formed by the ALLI Atlas, which was completed in April 2013. It explores and analyses the current state, development and policies of the regional structure and traffic system. • The collection of maps also summarizes anticipatory themes – in other words, change factors – that will particularly affect the development of the regional structure and traffic system and that should be in the focus of the future efforts.

The process is rather time-consuming • Beginning of the process November 2008 • Studies of commercial services in Osthrobotnia 2008 - 2009 • Plan draft October 2009 • First plan proposal January 2011 • Additional studies of commercial services 2011 • Second plan proposal November 2011 • Final plan approved by the Regional Council in May 2012 • The plan ratified by the Ministry of the Environment on 4 October 2013
