ILIS | Scope • Search Services • Title Search, Transaction Service, Map Search, Document Search, Building Plan Search, Layout Plan Search, Land Use Search, Crop Information Search, Market Valuation search • Issue of Certificates / Extracts • Issue of title certificate, Land Use certificate, ownership certificate, valuation certificate, Maps/ Layout Plans, archived documents • Transaction Services • Title transfer, Creation / Release of charge, Approval of subdivision • Other Services • Licensing of service providers, Dispute resolution, Grievance Redressal • Support Services • Provide data to Revenue Departments and Local Bodies for various purposes including tax assessment, land acquisition, master plan preparation, change of land use, building plan approvals, encroachment management, etc.

  10. ILIS| Benefited Departments • Survey and Land Records Department • Conducts cadastral surveys and creates and maintain basic records for each village • Revenue Department • Administers Land Records by way of updation of titles • Registration Department • Undertakes registration of deeds pertaining to transactions of land involving sale, purchase, gift, etc. • Urban and Rural Local Bodies • Maintains ownership information necessary to collect property taxes, and undertake planning and developmental activities within Panchayat and municipal towns.

  11. Case Studies – Land Information System

  12. Case Study - Digitization of Land Records About Client • Under the Revenue department, Govt. of Madhya Pradesh, The client, is the custodian of the land records, entrusted with task of preserving & updating the land records in the state. Business Situation • In order to avoid damages to the original record of maps & to preserve the legacy records • The department has envisaged to take up the job of converting approximately 1.23 lac village land revenue maps into electronic digitized vector form with the help of latest technology Solution Highlights • Scanning of original hard copy land parcel maps at 300-400 dpi & Raster editing of the scans • Digitization/ Vectorisation of land parcel maps using heads-up vectorisation technique • Edge-matching & Mosaicing (within village), topology creation, Parcel data linking & delivery of spatial database in ESRI Arc GIS format Customer benefits • Availability of Land parcel maps on digitally retrievable system • Preservation of legacy land parcel records/ maps • Linking of the secondary attribute data available with the revenue departments to the land parcels for better planning & management • Easier reproduction & transaction with the public/ user, resulting speedier information distribution • Enhanced the service delivery capabilities of the department & revenue administration, bringing transparency & efficiency Scope of TCS‘ Engagement • Scanning & Digitization of land Records

  13. Case Study - Digitization of Land Records About Client • The client is the world's fifth largest and India's largest steel company, • It’s main plant is located in Jamshedpur, Jharkhand, with its recent acquisitions, the company has become a multinational with operations in various countries. Business Situation • The client envisaged to develop a GIS based Land Information System for effective and efficient management of the land related documents/ records • To have an easy access/ retrieval of information inorder to achieve an informed decision making process. Solution Highlights • Scanning of Cadastral sheets at 1:1 scale • Digitization of scanned cadastral maps and attribution for plots and plot numbers • Edge matching & mosaicing of villages • Geo-referencing village maps with reference to Taluk map • Superimposing field survey location and spot heights • Conversion to GIS format Customer benefits • Centralized database for all land related documents, ownership details which will ease the land settlements process having ready access to these documents as and when required. • Aids in better workflow management, planning and management of resources • Easily scalable to next level of solution - Integrated Land Information System (ILIS) Scope of TCS‘ Engagement • Scanning & Digitization of land Records

  14. Case Study –Land Information System Client‘s Challenge • Increasing pressure on government to deliver a range of services, including land records to health, education and municipal services, in a manner that is timely, efficient, economical, equitable, and transparent Solution Highlights • Web Enabled Editing & analysis of map features • Property Tax mapping & Utility mapping • Urban Performance Indicator Tool • Web based Spatial Analysis • Data Import/Export in various formats • Servers with fail-over support Scope of TCS‘ Engagement • GIS Roadmap • Creation of Data Model • Spatial database creation • Performance indicator mapping • Web based GIS application Design and Development • Integration with existing MIS • Implementation for five towns • Post implementation Maintenance & Support Customer Benefits • Optimizing the revenue from property taxes • Support for WYSIWYG Plotting and Printing of graphical areas • Dual language support – English & Tamil • Ability to map Urban performance indicators

  15. Case Study – Urban Administration Through GIS Client‘s Challenge Monitoring of the Municipal activities of different departments with ground reality Available data validation and updation with current scenario Solution Highlights Technical Survey for updating the base map and contact survey in pre designed form to collect assessment, license details etc. Data checking through validations - oracle routines and random field verification Geodatabase creation and integration with existing MAS database Availability of ground information in web based GIS application Scope of TCS‘ Engagement Understanding the business need of individual departments and their functioning Survey co-ordination and data quality control Integration with existing MAS application and GIS application development for individual departments Post implementation support and database updation with latest scenario. Client Benefits Revenue optimization from Assessment, License etc. Validation and updation of the latest ground situation in GIS through the same gateway of existing MAS application with same user authentication and log in facility Analysis and decision making for all 19 departments
