  1. Fundraising Codes of Practice Background and Consultation Process

How the Research proposal came about A combination of two factors: • The ongoing work programme of the Charity Regulation Study Group • A promise made by ICTR at last year’s ICTRG conference to follow up with seminars on two issues covered at the conference: • Self-regulation of fundraising through Codes of Practice • Annual Returns and the Charity SORP (Scheduled for Nov. 2006)

Charity Regulation Study Group (CRSG) • Formed 2003 to focus on the Charity Regulation Bill from initial consultation through to implementation • Multi-sectoral – charities, academics, legal, accountancy and fundraising professionals, grant -making foundation • Individuals chosen for their experience and expertise acting in a personal capacity • No claim to represent anyone other than itself

  4. CRSG – Work to date • 2004 –Response to the Dept. CRAGA consultation on “Establishing a Modern Statutory Framework for Charities” • 2005 – Response to EU Commission consultation on Codes of Best Practice for Nonprofit organisations (anti-terrorist funding) • 2006 – Response to Law Reform Commission consultation on Legal Structures for Charities • 2006 – Response to the detail of the General Scheme of the Charities Regulation Bill 2006 • Now – the focus is on implementation issues whilst the Bill is being legally drafted

Fundraising – Codes of Practice • CRSG – need to be pro-active on how this would work in practice • ICTR – couldn’t see the point of inviting people from the UK over again to tell us what they are doing • Decision to develop a proposal for research on how Codes of Practice would work in Ireland • Entered into discussions with Dept. CRAGA re developing the project and this led to the partnership arrangement with ICTR Ltd with the CRSG as Steering Group

  6. 3 elements of the research • CNM TCD will provide a report on current fundraising practice in Ireland • Peter Cassells is conducting a feasibility study on the development of codes of practice in consultation with the sector, the public and the public sector • North South Dimension will be investigated

  7. Consultation Process – Phase 1 • Consultation Document (in your pack) and on research website - www.ictr.ie • 6 Regional Consultation/Information seminars for charities Oct./Nov. (info in pack) see www.ictr.ie for details, venues and online booking • Public Consultation – national advertsinviting submissions • Facility to join mailing list about the research on website
