Exercise Objectives: • Refine roles and responsibilities in WARN process, including involvement of • Utilities, State primacy agency, state and local emergency management agencies, and EPA (as appropriate) • Refine components of WARN agreement, Mutual Aid/Assistance Operational Plan, and administration to manage WARN, as well as modify each as needed Office of Water (4608T) EPA 817-R-08-005 September 2008 www.epa.gov/watersecurity

Exercise Objectives: (cont.) • Refine Mutual Aid/Assistance Operational Plan for using WARN during different phases of response, including: • Activation and notification, • Coordination, • Mobilization, • Operational support, and • Demobilization • Identify potential gaps in Mutual Aid/Assistance Operational Plan • Address expectations of growth, engagement, and membership of WARN, and logistics to support growth Office of Water (4608T) EPA 817-R-08-005 September 2008 www.epa.gov/watersecurity

Roles and Responsibilities: Participants respond to the situation presented based on knowledge of response procedures Evaluators monitor the exercise and track accomplishments according to objectives Facilitator provides situation background and moderates discussions Office of Water (4608T) EPA 817-R-08-005 September 2008 www.epa.gov/watersecurity

  13. Exercise “Debrief”: Following the discussion, hold a review/debrief session Participants are encouraged to discuss and prioritize next steps in the WARN development Identify additional collaborators if needed Discuss need for inter-state mutual aid and assistance Schedule a follow-up WARN meeting Office of Water (4608T) EPA 817-R-08-005 September 2008 www.epa.gov/watersecurity
