  3. Background • NWS’ existing requirements process is ad-hoc • Requirements and Change Management Branch established within the Office of Services October 2001 • New NWS Operational Requirements Management Process was developed

Requirements Management Process Business Case Development Development Decision Financial Decision CCB/PMC Decision Needs Acceptance Test Final Science Check Implementation Checklist Items Requirements Validation Solution Analysis Solution Selection Solution Development/ Preparation Deployment Start Proof of Concept Development Options Financing Options System Requirements Traceability, Operational Requirements to System Requirements Test Results Documentation of the Design Documentation of the Components

  5. Requirements Validation • Identify, Validate, Translate need • Define thresholds and objectives • Validate operational requirements • Assign mission importance • Publish operational requirements • Stage operational requirements for Solutions Analysis • Track requirements throughout process

  6. Solutions Analysis • Identify possible solutions • Investigate science, feasibility, cost, schedule, etc., of identified solutions • Transmit documented results to Solution Selection

  7. Solution Selection • Review analysis data and select solution strategy • Prepare Business Case and determine approval path • Appropriate level will assess Business Case • approve or return for further investigation

  8. Solution Development/Preparation • Plan solution • Develop solution • Document solution including trace-ability to operational requirements • Test and evaluate solution

  9. Deployment • Conduct Deployment reviews and verification • Prepare Deployment documentation (procedures, training, maintenance, etc.) • Make deployment decision

  10. Science Review and Approval Process • Is under review • Will ensure scientific merit of proposed changes to NWS operational analyses, techniques, and products • Establishes criteria for evaluating scientific merit • Establishes levels of approval authority

  11. Summary The NWS Operational Requirements Management Process • Provides the framework for functional steps leading from recognized needs to implementation of solutions • Ensures that solutions achieve the desired operational outcome of improved service and operational effectiveness
