  2. Where does the funding come from • State Fuel Tax – 28 % • Federal Tax – 31 % • Weight-Mile Tax 17 % • Vehicle Registration 16 % • Other 8 % Total revenues to ODOT in 2008 was around 1.5 billion

  3. Funding Distribution Methods • Direct allotment of State Funds • Direct allotment of Federal Funds • Application for funds through ODOT • Application of funds through FHWA

  4. Distribution of State Funds • Based on Formula • State gets 60 % • Cities get 15.6 % base on Population • Counties get 24.4% based on Vehicle Registrations • Funds must be used per rules in State constitution and ORS

  5. Surface Transportation Program (STP)Federal Funds • The Funds distributed annually through a Formula Distribution • Can be used for highways, bridges or transit projects

  6. STP • Funds for local agencies with populations between 5,000 and 200,000. These Federal funds can be exchange for State funds • Cities and counties in Metropolitan Planning MPO’s. with total populations less than 200,000. These Federal funds can be exchange for State funds

  7. STP • Cities and counties in Metropolitan Planning MPO’s. with total populations more than 200,000. These Federal funds can not be exchange for State funds • Contact your ODOT Local Agency Liaison for information on this program

  8. Local Bridge Program • Projects are selected every two years by local bridge committee • Projects are selected based on the condition of the bridge • The program budget is about 14 million per year

  9. Bridge Program • Program divided into 3 categories based on Functional Class of Roadway and size of the bridge. • Off system bridges – on local streets • On system bridges – collectors and above • Large Bridges – Structures with bridge decks more than 30,000 sq.ft.

  11. Transportation Enhancement Program (TE) • Projects are selected every 2 years • The process is completive state wide • ODOT can also apply for these funds • The program budget is about 6 million per year

  13. Bicycle and Pedestrian Program • Competitive grant program that provides around $5,000,000 every 2 years to cities, counties, and ODOT for the design and construction of pedestrian and bicycle facilities. • Projects must be in the public Right of Way.

Safe Routes to School (SRTS) • goals of the program are to increase the ability and opportunity for children to walk and bicycle to school • promote walking and bicycling to school and encourage a healthy and active lifestyle at an early age • facilitate the planning, development and implementation of projects and activities that will improve safety and reduce traffic, fuel consumption and air pollution within two miles of the school.

  16. Funding available through the SRTS program Infrastructure projects within two miles of the school; 2 million in funds available for 2010 projects. Non-infrastructure activities; education and encouragement, and traffic enforcement activities within two miles of the school. $500,000 is available for 2010

  18. High Risk Rural Road Program (HRRR) • The mission of the HR3 is to carry out safety improvement projects on rural roads, with identified safety issues, to achieve a significant reduction in traffic fatalities and serious injuries • The program budget is about 1 million per year

  20. Congestion Mitigation and Air Quality Program (CMAQ) • Funds are distributed between 7 areas that qualify • Projects area selected based on air quality improvement • The program budget is about 2 million per year

  21. Discretionary Programs Project grants are awarded through an annual application process with FHWA (or based on need) • Scenic Byways Program • Historic Covered Bridge Program • Ferry Boat Program • Special Congressional Earmarks • Emergency Relief

  22. Special City Allotment Program • $1 million dollars is distributed annually among the cities with a population of less than 5000 • Competitive annual grant program • Maximum grant amount is $25,000 • Contact person is your Local Agency Liaison

  23. ARRA Funds • LOCAL DISTRUBUTION THROUGH STP ALLOCATION METHOD • Transportation Management Areas • County & City Allocations • 120 Day Commission funded projects • Cities under $200,000 allocation • Cites under 5,000 population • Administration allocation
