Overview of the Study • Purpose: To explore the social welfare needs of residents residing environmentally polluted areas. • Results: • Poverty is a serious issue for some residents. • Maximizing current human resources and cultivating future manpower may reduce community poverty. • Lack knowledge regarding the pollution problem.

  3. Background--the An-Shun Plant 1942 Established by Kanegafuchi Soda 1945 Taken over by Taiwan’s government Taiwan Alkali Industrial Corp (TAIC)-State Owned 1960s Started to produce PCP related products. 1970s Became Asia’s biggest producer of DDT. 1982 Shut down by the government 1983 Merged into CPDC (State-owned) 1994 CPDC privatized

Background--Pollution Produced • Major pollutants: Pentachlorophenol, Dioxin, and Mercury • Bottom mud in Luermen River is seriously polluted. • Dioxin level of fishes caught from nearby reservoir is high. • Blood dioxin level of residents is high. • Death rate caused by cancer is much higher than national average.

Framework for Analysis • Economic status of the household • Household consumption and expenditures • Gifts and remittances sent or received • Needs for human resource development • Current human resources • Future manpower • Needs for social contingency prevention and aftercare • satisfaction with health care services • comprehension about the pollution

  6. Method • Personal Interview Questionnaire • Sample size: 301 (95% confidence level, 5% confidence interval) • Systematic sampling • March and April 2008. • Cronbach’s Alpha: 0.87

  7. Results-- Demographic Profile • Old age • Low education level • Low income level

  8. Summary -- Economic Status • 51.2% insufficient in consuming food. • 49.8% insufficient in consuming non-durable goods. • 70.8% insufficient in purchasing services. • 84.4% insufficient in consuming durable goods. • Residents incapable to meet subsistence level did not necessarily obtained help from others.

  9. Summary--Human Resources • Current Human Resources • Unemployment issue • Aging is a serious issue in the community. • Future Manpower • Residents’ wishing for their children to leave will make aging problem even worse. • Residents’ ignorance of mental damage of children and youth.

  10. Summary--Contingency Prevention and Aftercare • Information and Knowledge regarding pollution in the community are not completely prevailed. • Quite a few residents are not satisfied with the health services provided specifically for them.

  11. Conclusion • Residents’ needs are multi-dimensional. • Poverty is a serious issue for some residents. • Maximizing current human resources and cultivating future manpower may reduce community poverty. • Lack knowledge regarding the pollution problem. • Short term vs. long term prescriptions
