  14. Net-Centric Program Reviews BIN 1 New Start/In Development: Programs are born net-centric and meet Domain requirements. They exhibit all the capabilities needed to ensure compliance with DoD net-centric Domain models and regulations. These programs will be fully funded for RDT&E and follow-on O&M. Legacy being Transformed (Refreshed): Current programs that have an approved plan to comply with net-centric capabilities and Domain requirements of the Department. These programs will be fully funded for O&M and required RDT&E funds to successfully accomplish their net-centric and Domain transformation plan. Legacy being Sustained (Retain): Current programs that do not exhibit net-centric capabilities and are not planned for transformation, but are essential for current operations and business process needs of the department. They will receive reduced funding for O&M with no RDT&E funding approved for enhancements or modifications. Requires and annual review of the program and a waiver for continued O&M funding. Non-Compliant (Retire): Programs that do not exhibit net-centric capabilities, are not deemed essential for continued operations or business processes of the Department, and will be planned for termination. They will receive no RDT&E funding and significantly reduced funding for O&M to bring the program to closure/termination. 2 3 4
