  1. INOVATION OF EXISTING AND ADOPTING OF NEW JUS STANDARDS WHICH REFER TO DESIGHN CONSTRUCTION AND USE OF RES AND MAKING OF A RULEBOOK FOR THE PRODUCTION, EXAMINATION AND DISTRIBUTION OF SYSTEMS, EQUIPMENT FOR USE OF RES

CONTEKST • The technical performance of equipment using RES, lower than of similar equipment in the EU. • Standards for equipment and exploitation of RES need to be established • Legal acts which organize the use of RES, as well as the design, construction, control and commission of equipment using RES certifying laboratories for the equipment are all missing. • Planed adoption of a support mechanism program for use of RES urgent standardisation and systematization

STRATEGIC AND LEGAL GROUNDS • The Serbian energy development strategy until the year 2015, within the third priority especially points out special suitability for organised use of RES • Ratification of the energy community treaty the Republic of Serbia has among other things obligated herself to use of EU directives which have the aim of increasing the use of RES • The Serbian energy strategy implementation program for the period 2007 till 2012 has identified barriers for increased use of RES in Serbia

STRATEGIC AND LEGAL GROUNDS • to adopt new JUS standards which refer to the construction,, use and design of RES facilities; • adopt the code for the production, testing of equipment using RES, define licence types and define procedures for persons involved in design, construction and utilization of RES for obtaining them, • form and certify a laboratory network for facilities using RES.

PROJECT GOALS The project has to goal • to prevent the use of inadequate, inefficient, obsolete, uncertified, and sometimes environmentally unfriendly equipment • create the possibility to involve domestic industry in the construction, design and utilization of equipment, facilities and plants for use of RES, • Involve domestic certifying laboratories for their testing.

Specific project goals • Standardisation of construction, utilization, design, and testing of facilities, equipment and plants using RES. • Systematization of production, testing and trading of facilities, equipment and plants using RES. • Creating of work environment for laboratories which deal with facilities using RES. • Introspecting further steps with the aim of elevating this field

EXPECTED PROJECT RESULTS: • Review of existing Serbian, world and EU standards regarding the construction, utilization, design and testing of plants, facilities, and equipment using RES • prepared most relevant standards on construction, utilization, design and testing of plants, facilities, and equipment using RES in Serbian language. • Prepared draft of the code (or other regulation) which would govern the testing and trading of equipment using RES or suggest changes to existing legal documents. • Prepared legal sub laws which define the license types and rules for obtaining them for persons involved in the design, construction and utilization of facilities using RES. • Suggestion of steps with the aim of supporting the capacitating the certifying laboratories for testing the equipment using RES.

PLANNED ACTIVITIES • Analysis of existing standards • Preparation (translation) for introducing the most relevant standards • Analysis of the existing legislation and the preparation of a draft rulebook • Defining types of licenses and rulebook for their acquisition • Inspecting the existing capacities of Serbian laboratories and barriers for their engagement for issuing of certificates for equipment using RES

  9. POTENTIONAL DONORS - ASSERTATION • The funds could possibly be obtained from UNDP (GEF) which is in principal interested in supporting the promotion of RES utiization. • FUNDS FOR PROJECT IMPLEMENTATION • 300.000€ • PERIOD OF REALIZATION • The project should begin as soon as possible.
