Why are we here? • The 2007 Legislature funded the FY08 C-2 submitted by ONGARD for $500,000 • The efforts supported by this funding support the ONGARD FY08 IT Strategic Plan • The work proposed in this certification request will not change ONGARD infrastructure or architecture but will prepare us to make any required changes in future project phases • Certification by DoIT is required to begin the Initiation & Planning phases of the ONGARD Modernization Project 3

ONGARD History • Current legacy system is 14 years old and written in COBOL II / CICS / DB2 • Investment will be required soon to upgrade COBOL and DB2 if left on the mainframe • ONGARD should be enhanced to take advantage of technology improvements to improve data design, security and audit trails • Lack of funding for modernization is weakening the value gained by the original concept of a shared computing system • Business owners support the need for modernization 4

Multi-Agency Aspects & Governance • ONGARD supports: • NM State Land Office (SLO) • NM Taxation and Revenue Department (TRD) • NM Energy, Minerals, Natural Resources Department’s Oil Conservation Division • Oil & Gas industry customers • The ONGARD system enables collection of the oil and gas tax and royalty revenues from producers in New Mexico • Revenue collection of ~$1.5 Billion annually (SLO & TRD FY07 estimate) • Tri-Agency collaboration is unique to NM • Project governance is defined in JPA • SMT has senior managers from each agency • SMT approves financial and major project decisions including vendor payments 6

Initiation & Planning Steps • Update business process documentation from prior studies • Prepare data model to match current business needs • Form multi-agency team to visit other states to explore best practices and solutions, especially COTS implementations • Benchmark existing mainframe code • Execute pilot to gather data on mainframe to server conversion for both programming and volume • Prepare system requirements specification for evaluation of alternatives • Assist SMT in making decision about path forward for ONGARD Modernization efforts 7

Summary • Recommendation is to certify the ONGARD Modernization Plan & Project and release funding for the Initiation & Planning Phases • This project is not an implementation project and will not change the ONGARD architecture until later stages (2010 is new system target if funding is available) • Project activity in the Initiation and Planning Phase will prepare us to take next steps toward modernization to ensure business continuity for Oil & Gas revenue stream 10
