  3. Fort Leonard Wood 1995 • 22,000 people, 63,000 acres • Home of the Army’s Engineer School • Marine, Navy and Air Force training detachments • Over 25,000 people trained annually • Base operations budget - $65 million/year • Over $500 million/year contribution to state’s grossproduct

  4. BRAC 95 • Chemical and Military Police Schools from Fort McClellan • $230 million in new construction • 4,000 new personnel Thurmond Hall Chemical Defense Training Facility (CDTF)

Fort Leonard Wood Today • 30,000 people, 61,000 acres • Home of the Army’s Maneuver Support Center • Chemical, Engineer and Military Police Schools • Marine, Navy and Air Force training detachments • Over 40,000 people trained annually • Major science and technology mission • Base operations budget - $120 million/year • Over $700 million in new, on-going or pending major construction since 1999 • Housing privatization – over 2,200 units • Over $1.2 billion/year contribution to state’s grossproduct

  7. The Objective • To effectively and efficiently develop roughly 1800 units of quality housing in the private sector within 2 years.

  8. Impediments to Quality Development Rural, small town environment – Pulaski County and five small towns Lack of public support for zoning and building codes (issue defeated in 1997) Infrastructure issues – need to encourage development in areas with basic public facilities and services.

  9. The Community Response • Stand up a Local Organization (11 member board): The Fort Leonard Wood Regional Commerce and Growth Association: • Cities and County • Business Leadership • School Board • Utilities • Fort Leonard Wood (ex-officio) • State of Missouri (ex-officio)

  10. Funding Sources • Office of Economic Adjustment - critical to the success of the project • State of Missouri – cash match and administrative support in grant management

  11. Communication was Key • Regular monthly Board meetings including information packets and “Leadership Group” meetings as needed • Finding support in the formal and “informal” power structures • Meeting the press head on

  12. Growth Management Plan • Use of a set procurement process to attract a quality design firm (made possible by OEA) • A plan for the entire County – planning charrettes in each city and county • Priority Development Areas • Incentives for compliance

  13. Goal of the GMP • Create a workable plan to accommodate anticipated growth and preserve the quality of life, economic health, natural beauty and resources of Pulaski County • Encourage growth in and around existing cities and public resources
