  2. Outline • Pilot surveys • Hetus Guidelines 2000 • Time use surveys on the period 1998-2004 • Exploitation of TUS Results: • - Pocketbook publication, 2 working papers, SiFs, TUS Database, • Update of TUS Methodology • Planning of next wave of national TUS

  3. TUS Pilots Surveys • Need for increased comparability of TUS data recognised by the ESS • SPC supported the carrying out of pilot surveys – conducted by 20 countries • Objective: improve survey tools

  4. Harmonised European TUS Guidelines • Mandate to Eurostat to workout recommendations for harmonised European TUS (Hetus Guidelines) • Guidelines developed in collaboration bewteen NSIs and Eurostat, published in Sep. 2000 • Main components: directions for survey forms, household and ind. questionnaires, adult+child diary, activity coding, fieldwork, basic tables, estimators

  5. Harmonised national TUS • Conducted by 15 NSIs largely in compliance with Hetus Guidelines – 1998-2004 • NSIs having conducted harmonised TUS: BE, DE, EE, ES, FR, IT, LV, LT, HU, PL, SI, FI, SE, UK, NO • Certain deviations from Hetus guidelines for DK, NL, RO

Exploitation of HETUS data • Pocketbook on ‘How European Spend their Time’, production coordinated by Statistics Finland. • Very Successfull publication towards policy-makers and gen. public • 2 Working Papers (2005, 2006) enabling to disseminate comparable TUS tables to reserachers • 2 SiFs (2003, 2006) • Other actions: press releases (e.g. Women’s day 8th March, UN Int’l day of older persons, 1st October)

Exploitation of HETUS data (cont´.) • Project ‘A Wider Use of TUS data’ • Objectives: • - investigate how policy-makers can more effectively use TUS data • - find ways of analysis and presentation of TUS data that contribute to enhanced knowledge, particularly in policy areas. • Main recommendations • develop TUS topic-based publications • support the light-diary experiment for more timely data production • experiment IT-related data collection methods • explore the use weekly diary of working hours relevant for employment policy

Exploitation of HETUS data (cont´.) • Harmonised TUS Database Project • First step: 8 countries: DE, ES, FR, IT, FI, SE, UK NO • Second step: 7 countries: BG, EE, LV, LT, PL, SI and possibly BE • Klas Rydenstam of Statistics Sweden will make a presentation of the Harmonised Database and its Tabulation System in item 2 of the Agenda

Update of Hetus Guidelines • Update, improvement of the Guidelines on the basis of experience gained on the 1st wave of TUS was proposed and agreed at the WG meeting of June 2005 • Objective: finalise the update before a new wave is started by NSIs by 2008-2010 • Task Force established in 2005 to assist NSIs and Eurostat to carry out the methodology update

Update of Hetus Guidelines • TF meeting Nov. 2005 • Main concusions: • address the diary format (location and ‘with whom’ variables) • Promote the use of the weekly schedule of working hours • update of activity classification should rely on cross-national analyses of coding practices • tasks relating to fieldwork preparation (diary design, household and individual, range of purposes and instruments, sample design and population coverage) should be prioritised • tasks more related to post-field work (revised activity coding list; basic tables, light diary) to be given more preparation time and completed in 2-3 years, by end 2008 • consult NSIs having conducted HETUS surveys; learn from their experience and include their recommendations

Update of Hetus Guidelines (cont.) • TF meeting Mar. 2006 • Main concusions: • Sample design and population coverage: no major change, population coverage to be as large as possible; diary days over whole year including vacations • Household and individual variables: first review and classification into 3 categories (core, voluntary, deleted) • Proposal: to possibly use the results of Eurostat on-going project of definition of core variables (for ex. employment status) in social statistics & Strategy for collecting income variables • Diary design: necessary to know deviations made by and difficulties encountered by NSIs. Discussion on inclusion of location colum; meaning of ‘with whom column’ • Questionnaire on evaluation of Hetus Guidelines 2000 sent to NSIs in June 2006 • Replies from NSIs received in Aug. 2006, being analysed in detail, as important input to the future work of TF

Country Foreseen schedule Comment National plans for a next wave of TUS Belgium 2005 After the survey of 2005, a next wave is foreseen in 2010-2011 Germany National plan to be confirmed Estonia 2009/2010 EE is planning a TUS by 2009/2010 Greece 2008 Likely date 2008 if funding if secured Spain 2007/2008 ES plans a TUS probably in 2007/2008 France 2008/2009 Italy 2007/2008 Latvia 2014 Likely date for a TUS is 2014. A light diary survey may be organised in 2008/2009 Lithuania Not before 2010 Difficult to have precise plan at this moment. Depends on financial resources Luxembourg National plan to be confirmed Hungary 2008/2009 Plan depends on financial resources

  13. Country Foreseen schedule Comment National plans for a next wave of TUS (cont.) Netherlands 2005/2006 Poland 2014 Likely in 2014. Impossible to have a precise plan at this moment Slovenia 2010 Budget planning for surveys in done 3 years in advance. It is difficult to have a precise planning at this moment. TUS could be carried out by 2010 Slovak Republic SK participated in past meetings and prepared a draft based on HETUS guidelines, with a plan to carry out TUS in 2002-2004. The plan was not accepted. Currently, there’s difficulty to raise funding for a TUS. There is plan to realise the survey and material has been prepared for this purpose, but it’s not sure if the plan will be realised.

Earliest time for a HETUS survey would be 2010 Bulgaria Not before 2010 It is likely that TUS will not be launched before 2010 Romania 2008/2009 Turkey 2006 TR conducted a pilot survey in 1996. The next TUS will likely be in 2006 Norway 2009
