Expansion of modern educational technologies in the regions; Introduction of new methods concerning lesson preparation and their conducting; Operational management of education in the region; Provision of equal educational opportunities irrespective of geographical situation and social status. Unified information and educational environment is created in the region on the basis of wireless access technologies and relevant communication infrastructure. Basic educational tools: computers, interactive boards, educational programs, laboratory instruments, video- and audio materials. MIEE ideology differs from any other systems using modern educational technologies mainly in the fact that MIEE provides active interchange of information (foremost educational) among all its users irrespective to their location. Lessons are prepared and conducted by the best teachers in the region, school children of the utmost schools are taught, teachers' contacts are not restricted to teacher's room only, teacher routine is noticeably simplified. Modern computers in city and rural schools; "School library" for teachers and schoolchildren; Instrument fro preparation, storage and exchange of best lessons and laboratory works; Deliverance of teachers from routine "copy-book checking"; Teachers' contacts, cross training, operative solving of administrative problems. Design Concepts of Interactive School • Teaching withICT; • Use of wireless technology (WCCandMCC) ; • Interaction withCER (EER) by means of school board; • Subject classrooms do NOT require computers for students; • Use of computer classroom for training teachers by means of distance learning systems; • Regular testing and monitoring of learners’ progress by means of additional interactive devices: boards, control panels (consoles); • School server (separate). Principles of MIEE development: Maximum utilization of the best experience, knowledge and skills of teachers and resources teachers; Application of innovative technology and techniques in education; Equal access to current educational resources both for learners and teachers; «Openness» and friendlyness of educational environment, system’s self-development ability, teacher and learner involvement; Creation of unified communication environment for all Russian educational establishments; Integration of existing elements of educational environment into unified spacewhich includes transport system, hardware and software complexes of regional educational and resource centers as well as solutions for informatization of educational establishments.
